Hope for Homeless Students San Diego County first opened the Progressive Learning Alternative for Children’s


Education, or PLACE, in 1987 as a school where homeless children could receive an alternative education, as well as transportation to get there. In 1998, the school was re- named the Monarch School, referencing the Monarch butterfly, because the students believed it expressed their educational and social metamorphosis. Te K-12 school will soon expand to a 51,000-square-foot warehouse near the San Diego Padres home stadium, making it much closer to a major downtown homeless shelter. Students re- ceive a monthly trolley pass free of charge in lieu of school bus transportation and parents are also afforded free passes to accompany their children.


NYAPT Opposes Proposed School Bus Ad Bill Te New York State legislature was considering a bill that would


give school boards the right to sell advertising space on the exterior sides of school buses that are either owned or leased by the district. One of the bill’s opponents, the New York Association for Pupil Transportation, has not been shy about its opposition to the bill and posted a response on its Web site. Te association stated that it understands first-hand that districts are cash-strapped, but, like oth- ers who oppose this proposed avenue of funding, safety is not for sale. NYAPT listed five keys points to their argument: the color of the


school bus has always been yellow; the added distraction of ads may increase the number of illegal passers; the ads could take drivers at- tention away from the loading/unloading zone and increase chances of students being hit; the costs of printing and maintaining the ad- vertisements; and there is a potential liability issue if the ads can be surmised as the cause of an accident. Earlier this year, the Florida Association for Pupil Transportation and NASDPTS also published position papers that oppose school bus ads. Te two latest states to pass school bus advertising laws are New Jersey and Utah.
