in the last stages of a $NZ375 make- over that spanned three phases and four years. Reconstruction has been of the retail variety and the addition of a new $NZ32 million runway, but the Stage 3B plan included a Ministry of Agriculture and Forestry (MAF) bios- ecurity screening area as well as a new baggage screening system where 50 pieces of luggage per minute can be assessed and WiFi technology is used to track baggage around the air- port. MAF customs booths increased from 32 to 44 and MAF X-ray units will be increased from eight to 12. Also unveiled is the Smartgate sys- tem, clearing overseas passengers electronically, and via biometric facial recognition technology to automati- cally check arriving passengers. There are plans to use this technology for departing passengers as well. Plans for Smartgate are in the works for Wellington International Airport and Christchurch International Airport. In May 2009 Christchurch International Airport Limited (CIAL) began building a state-of-the-art airport terminal which is expected to be completed before the start of the tournament. It took four years of planning, but CIAL's CEO, Jim Boult has stated the new terminal’s design will meet customer requirements. In addition to cosmetic improvements, increased security measures have been implemented, with strict baggage screening for both domestic and international passengers. In line with the International Civil Aviation Organisation (ICAO)'s guidelines, the terminal frontage road will be closed for security purposes. AVSEC, the government provider of aviation security services in New Zealand, is responsible for all pre-board screening of passengers at major airports throughout the country and has 752 full-time employees for the 48 matches hosted within a 44 day period.

responsible for the Games’ funding, has already seen security costs rise to £1.5 billion, with still two years to go until the big event. This figure is said to be nearly three times the original estimate. Even in 2008, Denis Oswald, Chairman of the International Olympic Committee (IOC)'s coordina- tion committee for London 2012, told the Telegraph, “Compared to previ- ous Games [expenses] are really rock- eting. I would think it would be the


biggest spend on security in Olympic history.” While there’s little doubt the UK is more than capable of devising a solid security plan after years of experience monitoring terrorist net- works in the country and Ireland, there isn’t room for complacency in London’s already tightly-packed city. There has been discussion of impos- ing temporary restrictions on airspace in order to protect Olympic venues, but it is highly unlikely this will be
