La Conajzar convoca a empresas explotar apuestas deportivas
La Comisión Nacional de Juegos de Azar (Conajzar) de Paraguay, ha convocado a empresas privadas para la explotación de apuestas deportivas, en medio de “una investigación penal por aparentes hechos punibles en la gestión de juegos de azar”, según el diario local, ABC Color.
La convocatoria de la Conajzar se ha hecho mediante un aviso pagado y no mediante un comunicado oficial, que el sitio del regulador de juegos de azar paraguayo solo cuenta con informaciones a destiempo. Según el aviso, la convocatoria no especifica si esta es nacional o internacional, aunque fija la fecha del 31 de octubre 2022 para el acto de la apertura de ofertas. Las firmas interesadas deben pagar G.60 millones (US$8,700) para adquirir el Pliego de Bases y Condiciones (PBC), donde se debe indicar el monto y la garantía que ofrece la empresa, además de capacidad financiera y jurídica, antecedentes y experiencia en el rubro. Asimismo, se deberá establecer el nombre de la empresa o consorcio adquirente, la cual deberá tener domicilio en la Ciudad de Asunción. Según el escueto aviso, la convocatoria se da en base a la Ley
No. 1016/97, y contara, “con carácter de exclusividad en todo el territorio nacional”. Al margen del PBC, es improbable que esta convocatoria se realice con claridad por el trasfondo casi mafioso de la entidad y las acusaciones de corrupción en esta, particularmente por haber contrato a una empresa privada para que realice su trabajo fiscalizador, por lo cual, varios de sus exmiembros se encuentran procesados penalmente, incluyendo a su extitular, y los que es más cuestionable, todavía es que varios de estos siguen en sus cargos de confianza.

PARAGUAY Gaming Regulator opens Sports Betting tender
Paraguay’s National Gambling Commission (Conajzar) has called on private companies to exploit sports betting, amid “a criminal investigation for apparent punishable acts in the management of gambling,” according to daily ABC Color. Conajzar’s unusual call has been made
through paid advertising, and not through an official website, as the Paraguayan gambling regulator website shows outdated information. According to the advert, the call does not specify whether it is a national or international tender, although it sets the date of October 31, 2022, for the opening of bids. Interested companies must pay G.60 million (US$8,700) to acquire the documents of Terms and Conditions for the Tender, and must state the amount and guarantees offered, as well as financial and legal capacity, background and experience in
sports betting operations. Additionally, the company or consortium must be domiciled in the City of Asunción. According to the brief advert, the tender has been called based
on Law No. 1016/97, and is also, “with exclusivity throughout the national territory.” Apart from the tender Terms and Conditions, the advert is somewhat unclear owing to the regulating background of the entity amid accusations of corruption, particularly for having contracted out a private company to carry out its regulating work, which has several of its former members prosecuted in the criminal Courts, including its former chief. However, what is more questionable, is that several of these characters are still holding on to their government appointments of trust.
