Heating proposals threaten BMF members
The BMF has put in a strongly-worded response to a consultation on proposals for low-carbon heating that have serious repercussions for our plumbing & heating members.
To encourage the up-take of heat pumps, the Department for Business, Energy & Industrial Strategy proposes to press ahead with transforming the heating market by introducing a new Market-Based Mechanism. Whitehall wants to compel boilermakers to manufacture heat pumps and to increase their direct selling, starting in year 2024. According to the mechanism, the DBEIS will put a new obligation on companies selling gas and oil boilers to achieve more heat pump installations - to support the Government’s declared target of 600,000 heat pump installations per year by 2028. Specifically, ministers want to:
• implement a new UK-wide obligation on boilermakers to achieve the sale of a certain number of heat pumps pro-rata to their current boiler sales;
• foster an expectation that boilermakers will substantially expand direct-to-consumer sales for heat pumps.
We regard this market-based mechanism as unproven, overly complicated and unduly burdensome. The BMF neither agrees with, nor supports, the concept. The proposals to obligate boilermakers to make heat pumps - and encourage them to leap-frog merchants to sell direct to installers and others - are wholly unacceptable. It is a clumsy, impractical way to upset a mature, well-functioning trade and will disrupt and distort the existing supply chain for heating appliances.

was a well-liked compere at last year’s All Industry Conference. Making another popular come- back, the BMF’s annual Members’ conference returns to St George’s Park, Burton on Trent, the venue for the event in 2018 and 2019. BMF CEO, John Newcomb said: “I’m sure everyone who saw Jason in action at last year’s All Industry Conference will be as delighted as I am that he is returning to host our flagship Members’ Conference and Awards, which is once again taking place at the home of
England’s national football teams, one of the most popular venues for the event in recent years.” The BMF Members’ Conference and black-tie Awards Dinner takes place on 15 September at The BMF’s annual Golf Tournament and other social activities will be held on the previous day, 14 September at the exclusive JCB Golf and Country Club.
The BMF thanks our Members’ Conference headline sponsor Marshalls Stonemarket who are supporting the event for the third consecutive year.
Spotlight on Apprentices
The BMF shone a spotlight on careers in the building materials industry as part of National Apprenticeship Week (7-13 February), encouraging employers to make the most of apprenticeships to develop new and talent within their operations. The BMF promoted its dedicated website - www.
buildingmaterialscareers.com – a showcase for the rewarding employment opportunities and career pathways in the sector, many of which are now focused around a sustainable and low carbon future.
The site includes details of live apprenticeships and job vacancies, together with information on the BMF’s pioneering Ambassador programme, where those already working in the industry help to promote the opportunities offered through school and college visits. The CLC’s annual review identified ‘Meeting the Skills Challenge’ as one of four priorities for 2022 where there is the greatest need for collaborative action and the greatest opportunity to deliver positive
change. With the launch of Talentview Construction, the CLC now has two platforms for those at different stages of their career. Talentview Construction is a launchpad for individuals looking for first jobs, apprenticeships and traineeships in the industry, whereas the Construction Talent Retention Scheme platform is for experienced candidates. Employers can use both sites to add vacancies and seek candidates, with over a thousand employers and two thousand candidates already making use of the service. Discover more at

The BMF also provides the BMF Apprenticeship Plus service, which helps merchants to bring more young people into the industry by taking away the administrative burdens.
