Notice Is given in accordance wiih Motion 15(1) of the Education and Inspections Act 2006 that Lancashire County Council intends to discontinue North Cliffe School, Blackburn Old Road, Great Harwood, BBS 7UW (a community special school) from 31 August 2011.


All displaced pupils will be offered places at two proposed re-designated age-phased special schools in Hyndbum & Ribble Valley. The planned number of places would be sufficient to meet expected future demand and It is not antidpated that provision will be required from any other local authority.


The proposed transport arrangements would be in accordance with the authority's current transport policy. Arrangements are co-ordinated centrally lo avoid Increases in car use wherever possible.


The discontinuation proposal is related to the following proposals to make prescribed alterations to re-designate two existing community sp^'al schools as age-phased schools catering tor pupils with generic teaming difficulties.


Notice is given in accordance with section 19(1) of the Education and Inspections Act 2006 that Lancashire County Coundl intends to make prescribed alterations to two existing community spedal schools:


White Ash Community Spedal School, Thwailes Road, Dswaldtwistie, BBS 4QG and Broadfield Specialist School for Cognition and Learning, Relding Lane, Oswaldtwistie, BBS 3BE from 1 September 2011.


II is proposed to re-designate White /\sh School to make provision for pupils with generic learning difficulties for 70 boys and giris between the ages of 2 and 11 years. The school currently makes provision for pupils with severe learning difiiculties and profound and multipte teaming difficulties. In January 2010 the school had 61 pupils between the ages of 2 and 19 on roll. It is proposed lo re-designate Broadfield School to make provision for pupils with generic teaming difficulties for 130 boys and giris between the ages of 11 and 19 years. The school cunentiy makes provision for pupils with moderate teaming difficulties. In January 2010 the school had 116 pupils between the ages of 4 arid 16 on roll.


The spedal educational needs provision at the proposed re-designated schools would be recognised by the local education authority as being reserved for pupils with spedal educational needs.


The Indusive Continuum of Provision for Spedal Education is the County Coundl's agreed policy for spedal educational needs provision. These proposals are part of the required implementation strategy and action plan. The authority, in considering the requirements of the Spedal Educational Needs Improvement TesL believes that these related, proposals will lead to improvements in the standard and quality of spedal educational needs provision and twuld promote indusive education for all pupils.


If the proposals to re-organise spedal school provision for Hyndbum and Ribble Valley are approved, the authority would plan to begin ttte move towards age­ phasing over a period of between one and two years.


Particular care would bo taken to avoid any


sudden changes which might unsettle or dismpt pupils' education.

The proposed re-designated schools would, from September 2011, be in suitably re-modelled accommodation on their existing sites.

The proposals tor changes in Hyndbum and Ribble \felley require a two-staged approach. The first stage, which is that set out in this Notice, is lo progress to the age-phasing of spedal schools which means moving from the current provision of three spedal schools to two. The second stage for change would be to co­ locate the age-phased spedal schools on the same sites as mainstream partner primaiy and secondary schools through the provision of new premises resulting from the significant resources that will become available through the Primary Capital Programme and the Building Schools for the Future Initiatives. The proposed age-phasing and longer term strategy to co-locate the re-designated spedal schools with partner mainstream primaiy and secondary schools will enable more effective indusive provision for pupils with teaming difficulties working collaboratively with mainstream schools and services locally.


The Authority will need to dedde whether to implement the proposals before 16 June 2010, otherwise they must be referred lo the /kdjudicalor for a final dedsion.
