AIMED at kickstartin'g a stalling property market, the Government’s “stamp duty holiday” could be too little too late according to a leading North West law firm. Responding to growing pressure from an increasingly static hous­ ing market, the Government has announced a package of reforms to heip first time buyers'and those struggling to pay their mortgage. But Michelle Spensley, a con­ veyancing expert at Forbes Solici­ tors, believes the changes are not enough. Under the new measures. Stamp Duty has'been suspended from September 3rd for one year on houses costing less than £175,000. This wiil mean a poten­ tial saving of up to £1,750. Previ- ousiy the stamp duty threshold was £125,000, but rising house prices have meant far fewer prop­ erties available below that price.. Commenting on the change, Michelle Spensiey said: “While efforts to assist first-time buyers are welcome, the Government could do more to help all buyers'! “There has been no other reform to the remaining tax bands, which means that properties worth more than £250,000 will still attract a tax of 3% and those above £500,000 a 4% tax. Michelle added: “The Governrhent has had the opportunity for a fun­ damental reform of this outdated tax, which adds significantly to the cost of a house purchase. Howev­ er as house prices have increased significantiy, so has the revenue for the Government. It remains to be seen whether this package of measures will be sufficient to kick- start the market, or whether it’s too littie too late.” • Similar reservations: were expressed by Peter Bolton King,' chief executive of The National Association of Estate Agents (NAEA). He commented: “We are pleased a decision was made by the Government, as the indecision over the past month has had a major effect on consumer confi- dence.Today’s announcement is a step in the right direction, howev­ er, I am still concerned as I do not believe the decisions.made will help the entire market. . “The stamp duty threshold has risen from £125,000 to £175,000 and this is not going to have the impact needed to revive the hous­ ing market. The NAEA welcomes today’s announcement, however it encourages the Government to continue along this path to the fin­ ish line.”
