THE annual allocation of high school places is again causing heartache for some Valley families. Two parents contacted


the Clitheroe Advertiser and Times this week claim­ ing that a group of children at one Ribble Valley pri­ mary school had not been placed in their preferred high school. The mums, whose


youngsters attend Chat- burn CE Primary School, claim th a t six out of 12 pupils destined for high school this September have not been given places at their first choice. Most had been expecting


to get places at Bowland High School - the educa­ tional establishment locat­ ed nearest to their homes. Instead they have been offered at Ribblesdale, which the parents claim will double their travelling time.

Kerry Parker, told this newspaper; “Children from Chatburn and Downham have always gone to Bow- land in the past. This deci­ sion is splitting the class up.”


She claims that eight of


the school’s 12 pupils had named Bowland as their first choice secondary school and that on Thurs­ day their families learnt that five have been allocat­ ed places at Ribblesdale.

Mrs Parker also claims tha t one youngster who had chosen Ribblesdale as their first preference had been given a place at Bow­ land, leaving only three children getting a place at the Grindleton-based school of their choice. Now parents who are


unhappy with the educa­ tion authority’s decision are being advised to appeal and put their children’s names down on waiting lists for their preferred option. Said Mrs Parker: “We


will have to go through the appeals procedure individ­ ually. The children who have not got in Bowland are absolutely devastated.” Another parent, Mrs


Angela Greenhill, said: “It would only take eight to 10 minutes for my child to get to Bowland, but 15 to 20 minutes to reach Ribbles­ dale. Children should be able to go to their local school. It is ludicrous when it is definitely quicker to get to Bowland and a shorter distance. “Education is meant to


be about choice but these five children have not had a choice. Bowland has a per­ forming arts speciality which is different to Rib­ blesdale which is techno­ logical. There are children that want to go to Bow­ land because of the arts aspect, but they are not being given a choice.”


Added Mrs Parker: “We


want to highlight the prob­ lem with the system, the fact that classes are being split up and that children are not being put where they want to go.” A spokesman for Lan­


cashire County Council said: “Bowland High School was oversubscribed this year, so the admissions policy for the school had to be applied to allocate places. ’’Under the admissions


policy places are firstly given to children in care, pupils with siblings at the school and pupils with medical, social or welfare reasons for attending the school.


“Remaining places are


offered based on a geo­ graphical priority area, not the primary school that the pupil attends. "Pupils in the school’s


geographical area have pri­ ority over pupils who live outside the area. Chatburn is in the priority area for Ribblesdale High School, not Bowland, which is why not all Chatburn Primary School pupils have been offered a place. "Parents whose children


have been refused a place at their preferred school are able to join a waiting list and may be offered a place if a vacancy occurs. ’They | can also go to a statutory appeals panel." • Sec leders, page 15
