development will also see the cre ation of 2,859 extra car parking spaces, a creche, restaurant and reception building. But the plans, which include

submitted by nearby residents and concerns have been expressed by Balderstone Parish Council and Mellor Parish Council relating to an increase in traffic, congestion and the visual impact caused by the industrial development. Ribble Valley MP Nigel Evans
has written a letter supporting the development, but objecting on highway issues. But despite the objections
received, council planning officers have recommended the application for approval, subject to a whole range of conditions, but it will be up to elected councillors sitting on the planning committee to make the final decision. A report to councillors by build
ing and development control man ager, Mr John Macholc, states: “The scheme, in its totality, wouid no doubt have a considerable impact in relation to the safe guarding of employment in the- . locality. “ I t is suggested the scheme wouid promote the future viability
of the Samlesbury site with regard to the aerospace in d u s try and enable it to compete with the world market. “The proposal will initially cre
ate 750 new jobs, which wouid, over a 10-year period, eventually lead to an additional 2,500 jobs.” With regards to highway issues,
th e report added: “ I am fuiiy aware of the observations of local residents, but it is clear from the report on statutory consultees that the submitted scheme with all its associated highway improvements is acceptable.” Earlier this week. County Coun.
Chris Hoitom said: “This is one of the biggest planning applications- the borough council has had to' deal with because officers are han dling it on bebalf of South Ribbie Council and Lancashire County Councii.” “While I welcome the develop
ments at BAE Systems, which have got to be positive for the economy of East and Central Lan cashire, I have considerable con cerns about the highway arrange ments.”
