Desperate funds plea to help needy families
www.clitheroetoday.co.uk
A DESPERATE plea for funding has been made by a voluntary Ribble Valley organisation that supports families with
children in their own homes. At the recent annual meeting, Home-Start

Ribble Valley chairman, the Rev. Chris Cheeseman, warned it could be the organisa tion’s last AGM if further funding is not forth coming. Senior organiser Sylvia Wyatt explained
how repeated calls to Hyndburn and Ribble Valley Primary Care Trust (PCT) for financial assistance had fallen on deaf ears. She added this decision was particularly
SPOOKY characters came out for the night to enjoy the Three Rivers Caravan Park’s Halloween party. More than 60 children,
holidaymakers at the West Bradford park, dressed up in scary costumes for the annual event. Organised by the park’s
social committee, mem bers coincided the party with a cheque presentation to Christie’s. More than £8,000 was donated to the Manchester Hopistal, which will be used towards
the new in-patients unit for teenagers. Mr Harold Cowburn,
owner of the park, said that the social committee, who organised a series of events to raise the money, have been donating towards the hospital since 1976. Our picture shows Abbie

frustrating for Home-Start Ribble Valley, which is based at the Sidings Business Park in Whalley, considering the Trust provides core funding for a similar scheme in Hyndburn. Other Home-Start schemes in the North
West also receive a proportion of their core funding from their local PCTs, which typically amounts to a figure of around £23,000 per annum. “Home-Start Ribble Valley works within
our local community and as over 90% of our referrals are from health visitors, it is vital that we are supported financially year on year by our local primary care trust. EVom next April this service will end unless this situation is addressed,” the Rev. Cheeseman added in
Home-Start’s annual report. “This would be a tragedy, but yet again, this is another slight on
rural communities. “Yet again, we have a Government whose
indicators of social deprivation do not give clear guidance on rural communities. It’s all about inner city and urban work. As we who live in the Ribble Valley are fully aware, there are major issues and major probleins facing communities in this area due to rural isolation and rural deprivation, lack of transport facili ties and lack of facilities in local communities and if it wasn’t for the willingness of the vol unteers to do a lot of support work, some of the families that we are working with would find it very difficult to survive.” Despite Home-Start enjoying seven success ful years in the area, it has struggled financial
ly in the last couple of years. In April 2004, organisers submitted a lottery
bid for funding, which would have secured Home-Start Ribble Valley’s future for the next three years, but this proved unsuccessful and sounded the death knell for the organisation’s administration support. Funding from the LloydsTSB Foundation
and the Garfield Weston Trust was subse quently secured supplementing the annual grant the organisation receives from Lan cashire County Council. However, this was not enough to keep the
scheme afloat once Lottery Funding ceased in June 2004 and on that occasion, Hyndburn and Ribble Valley PCT and Ribble Valley Bor ough Council provided emergency funding. David Rogers, assistant chief executive of
Hyndbum and Ribble Valley PCT, said: “Over the last two years, Hyndburn and Ribble Val ley PCT has funded Hyndburn and Ribble Valley Home-Start. The PCT has invested £21,000 in Ribble Valley Home-Start in this
period. “The PCT recognises the value of services
provided by Home-Start Ribble Valley. Indeed, during 2004/05, Ribble Valley Home- Start received £15,000 non-recurrent ‘emer gency’ funding from the PCT. Hyndburn Home-Start is part of the Hyndburn and Blackburn with Darwen Home-Start initia tive. Funding for this scheme is recurrent, and pre-dates the inception of PCTs. “For 2005/06, the Ribble Valley scheme
applied for recurrent Local Delivery Plan (LDP) funding. Local delivery plan funding is an extra source of funding over and above the existing budgets that th e PCTs receive. Because the LDP funding pot is limited in itself, the PCT had to prioritise schemes and developments within the context of the PCT’s overall targets across Hyndburn and Ribble Valley. Unfortunately, on this basis, the appli cation was unsuccessful.”
