ANOTHER council plan affecting the housing mar ket has been drawn up. The Ribble Valley Bor

Social housing - what’s the cost?

ajRROPERffWEWS M S i® ® _ ,L ' t -

ough Council’s Planning and Regeneration Service Plan 2003/4 is, in fact, the second such document, fol lowing from the first one produced last year. It speaks of a vision for

boarded floor, as has the lounge opening to the dining area, which also features a large picture win dow and an Italian tiled fireplace with mahogany mantle enclosing fitted gas fire. There is an electric fan and ceil

ing light in the conservatory, which has a side door to the rear garden. The kitchen has recently been fitted out with' quality cherry--

wood units, complemented by built-in appliances, including a four-ring electric halogen hob, an Ariston double fan assisted oven, Bosch stainless ^teel djicted canopy, refrigerator and dish washer. The walls are marble- tiled and there is cherry wood- effect Karne Dean flooring. There is a large picture window

and range of built-in furniture in the front bedroom. A second bed room or dining room has a French

door with glazed screening and the house bathroom, with a three- piece suite and half-tiled walls. A turned balustrade staircase

leads to the first floor, where there are.two bedrooms with eaves stor age access and an en-suite shower room. The large attached garage has

an electric up-and-over door and at the back there is a study or games room with a boarded floor. At the front of the house there

are lawned areas with conifer trees, and at the rear the south facing garden is mainly laid to lawn where it adjoins the house, with an ornamental pond and waterfall in the lower part. There is also a large timber

garden shed. Further details and viewing

arrangements can be obtained from the agents, Mortimers, 39 King Street, Whalley, tel. 01254 825556.

“an area with an exception al environment and quality of life for all, sustained by vital and vibrant market towns and villages acting as thriving service centres meeting the needs of resi dents, businesses and visi tors.” The planning and regen

eration service’s role in this vision is to protect and enhance the environment by the control and direc tion of development and the promotion of economic

jCompi|edby|rimProcter . 'r, . •

vitality and social wealth.' One of the key planks of

the policy is said-to be to “match the supply of homes in our area with the identified housing needs.” Just how this is to be

achieved is not really spelt out.in the plan. Indeed, there is an interesting list of problems the council’s planning and regeneration service faces. They include the possibility of local gov ernment reorganisation, the demand for speed in making decisions possibly affecting quality, fairness and democracy, the con flicting objectives of part ner organisations, the con tinuing increase in public

expectations and restricted opportunities for staff career advancement com pared to what is available in the private sector. Naturally enough, all

• councils avoid involvement in the cash implications of planning decisions. What a pity! It would be

so interesting if Ribble Val ley Borough Council, tak ing advice from local pri vate enterprise experts if need be, brought out a report explaining the differ ence for landowners between the money created by conventional housing and that which could be wrung from t.he land with an "affordable” scheme.
