is welcomed by many Val ley people, but does add to the difficulties of addressing the affordability problem. The council is able to
influence estate developers to include a few "affordable" houses or allow them to go where no other type of dwelling would be allowed. But scope is limited. Among ideas for making
the housing market more fluid are reducing the num ber of privately-owned
properties, encouraging energy-efficient measures to trim householders' costs, improving council-owned homes, offering extra caring support to enable people to live in their own house longer and giving people involved in housing a clear er link to council policies by way of forums and consul tation. The strategy has other,
bolder hopes, some aimed at the "stark reality" of many Valley residents working outside the borough - and perhaps too many relative ly low-paid jobs within it. Clitheroe in particular is seen as a possible "dormito ry town" in a decade or two.
