A holiday home plan rejected

A PLAN to turn a historic fellmonger's workshop at Pendleton into holiday accommodation has been turned down by just one

or later i t is going to fall down." The plan entailed doubling the size of the building, currently 18


feet by 12 feet, with a single storey extension, and using the existing ground floor as a bedroom, with a living room above. A report to the committee from


th e officials said th a t although there was concern among objec­ to rs , th e "high-quality" design would not affect the charm of the building. I t would retain the steps a t th e rear, an d th ere would be parking for one vehicle. B u t th e officials emphasised


th a t access to th e p rope rty was poor to the point of being unsafe an d th a t L a n c a sh ire C o u n ty Council, as highway author ity, had recommended refusal for this reason. The parish council objected to


the proposal because i t was o u t side the village boundary and the access problems, There were also three letters of


objection making similar points and suggesting th e re would be harm to th e historical aspect of th e building and potential noise and litter problems. Several councillors felt th a t hol­


iday use of th e access would be l ig h t, b u t o th e rs believed th ey should not be allowing something so clearly labelled as unsafe. A p ro p o sa l to ap p ro v e th e


development was turned down by one vote.


Six flats being created where only four are allowed


PLANNING councillors await the next move in a controversy over six f la ts being created where there is planning permission for only four. A largely retrospective application for


the work a t the end terraced property 110 Whalley Road, Clitheroe, was with­ drawn prior to a meeting of the Ribble Valley Borough Council Planning and Development Committee.


The plan had been recommended for


refusal and councillors discussed the sit­ uation briefly because officials asked w h e th e r or n o t th e y sh o u ld s t a r t enforcement proceedings to ensure th a t only four flats, not six, remained in the building. I t was decided to tak e no action. A report from the officials said th a t possible ad d it io n a l tra f f ic flow and


parking needs on the main road because of the extra two flats would affect high­ way safety. An offer from the applicant to limit the number of car-using tenants was seen as unenforceable. The council's housing dep ar tmen t


had pointed out th a t accommodation such as the flats was needed in the bor­ ough, b u t a letter of objection said th a t even four flats was over-development.


Some of the six flats were now occupied. Coun. Frank Dyson (Clitheroe) urged


a pragmatic view of the issue, in view of th e shortage, saying: "We should be doing our best to encourage completion of this scheme, with proper permission." Coun. John Hill (Simonstone) said it


was a difficult situation and reminded his colleagues: "It is an unlawful devel­


opment."

ble loose box stable, pigeon loft and poultry cabin a t Old Langho Road, Langho, was refused by the council Planning and Devel­ opment Committee. The committee heard th a t the revised plan


p u t the complex of small buildings near a hedgerow. I t was claimed th a t there was a t least one similar development in the area. Officers emphasised th a t p u t t in g th e


buildings by the hedge did not necessarily make the plan acceptable. " I t could be repeated on other sites, each


development contributing to further erosion of the existing character of the countryside," said a report to the committee, which men­ tioned four policies to which the plan would be contrary. Coun. Stephen Sutcliffe (Clitheroe) said
