Quiet controversy over tighter planning rules

TIGHTER planning rul es are causing more and more quiet controversy
locally. Some applicants will not
take no for an answer from the Ribble Valley Borough- Council Planning and Development Committee. They use the appeal proce dure and sometimes their claims are endorsed by a Government inspector. Nearly a year after the
application was first refused by the council, Inspector Susan Holland has allowed a new lounge, study, laun dry and three new bed rooms with en suites at Drake House, Eaves Hall Lane, West Bradford. The inspector agreed
with the council that the extension would mean a
j large increase in the size of the dwelling. But she felt the form of the building would still be relatively
compact and would at least protect and conserve the natural beauty and charac ter of the landscape within the area of outstanding nat
ural beauty. The inspector also felt
that the house, a somewhat hybrid amalgamation of several properties, was not of such merit as a composi tion that the extension would materially harm its intrinsic character. The proposed extension
would not overwhelm it. Planning guidance would not be breached by the plan, said the inspector. 9 The council has also
lost a much bigger appeal, for 11 flats and a house, at Mellor. Officers recom mended approval, but the Planning and Development
Committee turned the plan down and now a warning often given on these occa sions has come true. Planning Inspector
David Holden has ordered the council to pay part of the costs of applicants Lee- hand Properties because it acted unreasonably in maintaining that landscape amenity and general ecolo gy was a reason for refusal. Its witness was unable to
be specific about this, with evidence cast in general terms, said the inspector, concluding: "I find that unreasonable behaviour resulting in unecessary expense has been demon
strated." It is not yet known how
