Council has a good record on tax
collection
"GENERALLY, I believe that we have a good col lection record," says the Ribble Valley’s Director of Finance, Mr Marshall
Scott. The council will soon
send out 23,000 bills to col lect a total of £23m. in business rates and council
tax. In a report to the Policy
and Finance Committee, Mr Scott says that 7,000 summonses for council tax arrears were issued last year. About half did not result in payment when due, so a liability order was
issued. These resulted m 1,850 cases where arrangement was reached with the debtor, 1,000 accounts
referred to the bailiffs, and 300 each having money recovered at source from earnings, or income sup port payments. . • ■; - f "At all stages my staff'
will endeavour to reach affordable arrangements with debtors," assures Mr
Scott."Where arrangements are agreed, quite often the agreement is not kept and
unfortunately the recovery process begins once more." Mr Scott says tha t
cellor's Budget speech, Mr Evans said: "Gordon Brown has betrayed the trust of middle England. His much- trumpeted bud gets of prudence were in reality nothing more than budgets of tax hikes. The average family is now £798 a year worse off since Labour came to power. "In last year’s mini-bud

get we saw tax increases of £22 billion. But last Tues day’s budget has dwarfed that figure. The people of the Ribble Valley are con siderably worse off today than they were yesterday, thanks to the taxing instincts of the so-called iron Chancellor." He continued: "If the economy is not forced into recession through the sheer weight of extra taxes, it will be no thanks to Gordon Brown and Tony Blair. Labour has never believed in allowing the individual to keep his hard-earned money. These budgets have confirmed what we always feared, tha t Labour is, indeed, the party of high tax."
Praise for the clean air
campaigners
AIR pollution campaigners from the Ribble Valley have won praise for shaping Gov ernment thinking on fuel burning at cement works. In paying tribute to their efforts, Coun. Graham
Sowter, chairman of Ribble Valley Borough Council's Community Committee, said that the w o rk of local pressure groups had been instrumental in achieving a new and more stringent
policy document. Currently at consulta
tion level, the document examines Cemfuel alterna tives for burning in cement
and lime kilns. It also updates the 1994
efforts are made to avoid having to take businesses to court and obviously attachment of earnings or income support are not options. He comments: "There is always a difficult balance between pursuing debtors vigorously and being sympathetic where individuals or indeed com panies are in difficulty."
