VEHICLE AGE LIMIT SET TO BE INCREASED


Councillors in Wakefield have agreed to increase the age limit of the district’s taxis and private hire vehicles. The move comes weeks after the local authority was accused of putting cabbies’ “livelihoods at risk” during a town hall protest. The council’s licensing committee was asked to agree to a recommendation to a temporary increase in the age limit to 12 years for Euro6 diesel saloon cars and 15 years for hybrid multi-seater vehicles. Under the current policy, most private hire and hackney vehicles were not licensed once they reached ten years of age. Councillors also agreed to a four-week public consultation on the issue.


DERBYSHIRE DALES: CONSULTATION ON LICENSING POLICY


A consultation on a review of Derbyshire Dales District Council’s Taxi and Private Hire Licensing Policy will run from 1st September until Friday 27th October 2023. The review will ensure that policy complies with the Government’s Statutory Taxi & Private Hire Vehicle Standards and current best practice guidance. The current policy was first introduced in 2009 and reviewed and republished in May 2018. During that period several minor amendments were made to keep the policy up-to-date. The council now seeks to improve some areas of this policy further. The proposed revisions, updates and amendments focus mainly on requirements for checking the suitability of individuals and operators to be licensed. Also included are requirements introduced with the implementation of the Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Act 2022. Since April 2022, councils have had a duty to record and search information about drivers and would-be drivers in a national database before granting a licence, to report drivers licensed by other councils where there are safeguarding or road safety concerns, and to have procedures in place to deal with reports from other councils about drivers, which could lead to suspension or revocation of a licence. KIRKLEES: VEHICLE SPECIFICATIONS CONSULTATION


Specifications for hackney carriages and private hire vehicles could become tougher as Kirklees Council consults on an updated policy. The proposed policy changes include emissions criteria, required signage, installation of CCTV, window tint restrictions, and the vehicle upper age limits for different types of hackney carriages, including WAVs and ultra-low emmission vehicles. Specifics of some of the new measures include using official door signs produced by the licensing service, all HCs except for WAVs will cease to be licensed at 13 years old and any all-electric vehicle can remain licensed for 20 years subject to checks every six months after the 13-year-old mark. Licensed members of the trade, responsible bodies and local councillors and Kirklees residents are being invited to respond to changes to the specifications policy before midnight on Wednesday, November 22. Results will then be presented to the council’s Licensing Panel later in the year. Kirklees Council has already introduced stricter measures for those in the taxi trade with the controversial Fitness and Suitability policy coming into force in July which sees drivers at risk of losing their licence should they accumulate seven or more penalty points on their licence.
