But if that was the case, would there not be some parallels between the two sets of proposals – or “Monkey see, monkey do”? Whatever else may be said, this is a pretty comprehensive con- sultation exercise… and the Scottish trade has waited a long time for it to come to pass. We remember being told back in 1992 that the Scottish legislation was going under the spotlight, so after 20 years it is indeed now being looked at with a fresh bulb in the lamp.
