Sponsoring the new PKSB: Health Education England’s Perspective
Last month Keith Wilson introduced CILIP’s new PKSB and looked at how it has evolved. Here Dom Gilroy of Health Education England, and Kate Robinson, Chair of CILIP’s Sector Development Committee, take a closer look at how the PKSB will deliver the skills and knowledge for members at a crucial time for the profession.
Dom Gilroy – Health Education England (HEE) is part of the NHS, working with partners to recruit, educate and train the health workforce. HEE has system-wide responsibility for NHS knowledge and library services in England, providing strategic guidance to employers on service and work- force design including staffing ratios, recruitment, and job role design. The national Knowledge and Library Services Team leads a comprehensive workforce planning and development pro- gramme to deliver the specialist knowledge services workforce for today and tomorrow in line with HEE’s Knowledge for Health- care Strategy 2021-26 (
https://bit.ly/3cljGuo). To be most impactful, NHS knowledge specialists need to be confident to take their place as part of the wider healthcare team, and be recognised as skilled professionals. Professional registration through CILIP pro- vides a means to achieve and demonstrate our professionalism, and an opportunity to open up wider conversations about our skillset. This can, in turn, lead to a wider appreciation of our expertise so that healthcare organi- sations can make better use of our skills to make a real impact on patient care. Health Education England was an enthusiastic sponsor of the new Professional Knowledge and Skills Base (PKSB), valuing this as an essential tool to enable our knowledge and library services workforce to maintain and enhance their professional competencies and to assure employers. The refreshed PKSB will be crucial in various areas of our work as outlined here:
Professional Development HEE promotes the PKSB as a key tool to inform and drive professional development.

Dom Gilroy is Workforce Planning and Development Lead for Health Education England’s Knowledge and Library Services Team. He is a member of CILIP’s Professional Registration Panel and participated in the PKSB Working Group.
Kate Robinson is the University Librarian at the University of Bath, Chair of CILIP’s Sector Development Committee and Vice President of CILIP. She was an Assessor and Chair of the Professional Registration Panel until 2020 and Chair of the Professional Registration Review Group.
Many of the workforce are members of CILIP and the PKSB offers individuals a means not just for professional registration and revalidation, but also to inform the regular professional development plans which form part of the annual appraisal process. The revised PKSB will be invaluable in this context as it extends to cover wider
