Three District administrators have received top recognition from the Association of California School Administrators (ACSA) Region 12, which represents educators in San Bernardino County. Country Springs Elementary School Principal Tom Mackessy received the Elementary Administrator of the Year award; Adult School Principal Carl Hampton received the Adult Education Administrator of the Year award; and Deputy Superintendent of Schools Dr. Norm Enfield was named Central Office Administrator of the Year. Dr. Enfield, Mr. Hampton and Mr. Mackessy are now in consideration for ACSA Administrator of the Year awards at the California state level.


Mr. Mackessy joined CVUSD in 1996 and became principal of Country Springs in 2016. He has been instrumental in building strong relationships with the students and the community by initiating programs to promote school culture. Those programs included a morning coffee meeting with parents, special awards for student achievement, Grandparents Day and Lunch, and campus volunteer opportunities for parents.


Mr. Hampton joined CVUSD in 1997 as assistant principal at Magnolia Junior High School in Chino and has been principal of Chino Valley Adult School and Boys Republic High School since 2014. He coordinated accreditation for the Adult School by the


Western Association of Schools and Colleges. A few of the new programs Mr. Hampton added to the Adult School curriculum include an Emergency Medical Technician class offered through Chaffey College, a series of Microsoft certification courses, and medical billing and coding.


Dr. Enfield joined CVUSD in 2007 and became Deputy Superintendent in 2014. He has been committed to providing quality professional development to CVUSD administrative staff members, and established the Principals Representative Council and the Teaching and Learning Task Force that has provided opportunities for both administrators and teachers to work together on programs to foster student achievement. Dr. Enfield is a staunch proponent of the Positive Behavioral Interventions and Supports program that takes a multi-tiered approach to social, emotional, and behavior support of students in an effort to improve academics and behavior on campus.


The honorees will receive their awards at the ACSA Region 12 awards ceremony on April 23, 2018 at the DoubleTree Hilton Hotel in Ontario.
