Something Old, Something New: Welcome to the 116th Congress The 2018 midterm election was nothing short of historic. A renewed call to civic engage- ment led to a record number of voters hitting the polls resulting in the largest midterm turn- out at 50.3 percent since 1914. A new political landscape has taken shape. The makeup of the 116th Congress is


comprised of fascinating individuals, many of whom had never previously run for elect- ed office. The newly elected members have diverse backgrounds including bison farmer and West Virginia Republican Carol Miller; liquor heir and small business owner Demo- crat Dean Phillips of Minnesota; two former NFL players - Democrat Colin Allred of Texas and Anthony Gonzalez, a Republican from Ohio; and remarkably every career in between. This freshman class is the definition of representative democracy. One of the most notable changes was the


election of 40 new women. In total, 131 women are serving in both chambers, in- cluding Speaker Nancy Pelosi of California. Other highlights: • Marsha Blackburn is the first woman elected to the Senate from Tennessee


• Alexandria Ocasio-Cortez (D-NY-14), age 29 is the youngest woman elected to Congress


• Jahana Hayes (D-CT-05) is the first black woman elected to Congress from Connecticut


• Ayanna Pressley (D-MA-07) is the first black woman elected to Congress from Massachusetts


• Sharice Davids (D-KS-03) and Debra Haaland (D-NM-01) are the first Native American women elected to Congress


• Veronica Escobar (D-TX-16) and Sylvia Garcia (D-TX-29) are the first Latinas elected to Congress from Texas

In the Senate, Republicans hold a 53-47 majority while House Democrats hold a 234-200 seat advantage, with one seat (NC-9) still under review. This divided Congress undoubtedly will make it more difficult for legislation to make its way onto the president’s desk for signing. With less than three weeks into this session, it will take more time to determine legislative priorities. Overwhelmingly bipartisan pieces of legislation, like the Opioid Crisis Response Act of 2018, passed and signed by President Trump during the highly partisan 115th Congress, are likely to be few and far between this year. The 116th Congress is also well-repre-
