We are working on developing a new worldwide harmonised test procedure. There is a clear commitment by the European Parliament, the Commission and Member States to go forward with this and have the new test cycle applicable from September 2017. The Commission is working to ensure that the necessary legislation will be ready early this year. Industry’s support will be essential to put the new procedure into practice. We are already working together to ensure a smooth transition period.


Before I conclude, let me say a few words on heavy duty vehicles.


Trucks, buses and coaches are responsible for about a quarter of CO2 emissions from road transport in the EU, but today these emissions are neither measured not reported.


We highlighted this knowledge gap for the first time in our strategy on heavy duty vehicles adopted in May last year. Now, work is in progress to finalise the ‘VECTO’ simulation tool to determine CO2 emissions from these vehicles. We are also working on two pieces of legislation to certify and monitor emissions. Our aim is to have all of this ready by early 2016.


Here I would like to thank manufacturers for their good cooperation. Special thanks go to Daimler for the trucks, coaches and buses they provided for testing the VECTO tool. More extensive testing will be carried out in the next phase on certification.


For those in Brussels and among the audience this speech is extremely valuable in the sense of direction one gets for the years ahead. Surprise to many, this EU Commission and this Climate Commissioner in particular seem adamant to continue on the set out path of ambitious fuel economy standards for Europe’s road transport fleet.


TAXATION The European Commission decided on 16 December 2014 to withdraw its proposal on the Energy Taxation Directive (ETD) as it became clear during the last months that EU Member States remained divided on the proposal and no progress could be achieved at Council negotiations. The decision of the European Commission is also in line with the Better Legislation Agenda of First Vice President Timmermans. The European Commission has also not the intention to propose a new Directive on the ETD in the near future. This means that negotiations on the ETD in Council will stop and that no longer discussions to include lubes under EMCS will take place under the ETD.


However Poland and Lithuania can still request to start negotiations to include lubes under EMCS in the Excise Committee where decisions are taken by qualified majority. Therefore UEIL will continue to:


• Monitor Poland (POL) and Lithuania (LIT) previous requests to continue negotiations to include lubes under EMCS under the Excise Committee in Council.


• Be actively involved within the Commission Working Group on Revision of CN codes (next meeting foreseen in the first quarter of 2015).


• Be actively involved within DG TAXUD’s internal reflection process to clarify rules on controls on excise goods (tracking and tracing) to reduce fraud with lubricants.


• Reach out to the Commission Services of First Vice President Timmermans to raise our concerns on level playing field (tax evasion is higher on the agenda of the Juncker European Commission).


TECHNICAL & COMPETITION COMMITTEES The Technical Committee and the Competition Committee have not issued any OEM Bulletins since the last Lube issue.


The current cases, which have been raised by the membership, are:


Off Road Equipment - 5 cases Passenger Cars - 3 cases Heavy Duty Diesel - 1 case


The next meeting is scheduled to be held in Brussels on Wednesday 15th May 2015.
