a) minimum norms of utilisation of 20%: 360 thousand metric tons used (waste) oil;
b) maximum norms of utilisation of 50%: 900 thousand metric tons used (waste) oil.
It is evident that Russia shortage of utilisation capacity from 260 to 800 thousand metric tons a year of used (waste) oil.
As a result, if producers (importers) of lubricants in Russia choose Strategy No
. 3, they will:
a) pay an environmental contribution from the volume of used (waste) oil and containers that specialised organisations do not collect and dispose of;
b) pay for specialised company to collect and dispose of used (waste) oil and containers at a price similar to the environmental contribution;
c) acquire certificates of disposal work performed for the volume of used (waste) oil and containers for which disposal capacity does not suffice, this creating an opportunity for corruption on the market for handling waste and for criminalisation of this market.
To sum up, in Russia for producer of lubricants, the best response to the environmental challenge is to choose and implement Strategy No
.1, i.e., to meet the requirements
of the regulatory and legal acts by setting up its own infrastructure for collecting and disposing of used oil on the basis of the latest environmentally safe technology.
In order to implement Strategy No .1, it is advisable for
producers of lubricants in Russia to use the road map provided in fig. 3.
Implementation of Strategy No .1 entails minimum risks and
an opportunity to make a profit. The proposed algorithm for implementing Strategy No of lubricants to:
• recoup their investments and receive an income from sale of new petroleum products obtained from the used (waste) oil - marine fuel or base oil and lubricants;
• mitigate the environmental impact of both the lubricants and the used (waste) oil;
• put high quality petroleum products (marine fuel or base oil and lubricants) on the market;
• improve the environmental image of the producers of lubricants.
