REACH update
One year ago, the European Commission published the Fit for 55, the EU’s master plan against greenhouse gas emissions. Since then, EU lawmakers have made progress on initiatives that will foster sustainable waste management systems.
In June, the Parliament agreed to include waste incineration plants in the EU Emissions Trading System from 2026, arguing that will reinforce incentives for regeneration. Also, as part of the revision of the Renewable Energy Directive, Parliament’s co-legislators have agreed to halt support for energy production from waste incineration if separate collection and waste hierarchy obligations in the Waste Framework Directive haven’t been complied with.
In the coming months, further initiatives of relevance for the re-refining industry will be set in motion. This includes the initiative on green claims, which will require companies to substantiate claims they make about the environmental footprint of their products,
as well as the proposals to revise the REACH and the CLP regulations. The revisions of these major legislations is an opportunity for the re-refining industry to comment on any issues that companies have with REACH registration, safety data sheets, the workings of the exemption for recyclers as well as any clarifications needed for waste oils classification and labelling requirements.
Finally, GEIR remains active on the revision of the EU Industrial Emissions Directive which defines best available techniques for waste oil regeneration as well as how to handle emissions from industrial installations. The Commission’s proposal, published in April, is currently being discussed in the European Parliament and the Council. A final agreement is expected in 2023.

On 30/31 August 2022, the top decision-makers of the international lubricants industry will meet in Stuttgart for this year‘s edition of the UNITI Mineral Oil Technology Forum.
