Health, Safety & Environment Committee Update


The HSE Committee aims to help UEIL members navigate among ever-expanding legislation which leads to complex rules determining which chemicals can be approved and used in lubricants. As an example, the labelling requirements of biocides and boric acid will lead, most likely, to a replacement of these technologies by others in the future. This, however, raises the question: does this mean a safer world or just the replacement of very well-known hazards and risks by not so well-known chemicals?


Introducing new chemicals instead of well-known substances is a particularly interesting topic for the industry as the need for replacements is often linked with the misuse and lack of information on the consumer’s side. Moreover, replacing chemicals is not always a solution as replacements are selected based on their properties, thus have the same or similar risk to environment and health as the previously used chemicals. Therefore, it is up to lubricant producers to explain this to users and to help SMEs to inform customers about risks and prevention measures associated with lubricants.


In the context of replacing well-known chemicals by other chemicals, HSE had a conversation with DG Environment of the European Commission in October. DG ENVI gave an update on future developments of the CLP and REACH legislation, namely the debated ‘essential uses’ and ‘grouping of substances’ issues, but also on ‘Mixture Assessment Factors’ and ‘Endocrine Disruptors’. The HSE Committee expressed concern about these new classification criteria, but DG ENVI pointed out that some of them are attributed to consumer use only. The conversation with DG ENVI will be analysed during the next Committee meeting. Throughout 2022, HSE Committee will have further regular contacts with the relevant officers at DG ENVI, DG GROW and SMEunited in order to represent the interest of the lubricant industry on these highly debated matters.


Sustainability Committee Update The UEIL Sustainability Committee published the results of its first Sustainability Survey in the October edition of Lube Magazine. With 189 respondents to the survey, the Committee has gained interesting insights on the importance of sustainability and existing or developing practices of companies and associations participating in the survey.


The results revealed that most companies have a sustainability survey and just over half of them have a sustainability strategy.


Does your company produce a sustainability report?


As almost 20% of respondents said they would be willing to share their sustainability reports as best examples, the Sustainability Committee has launched a call to collect and publish these reports on the UEIL website.
