LORD CARTER INNOVATION AWARD 2019


Estates, or broadly, Trust-wide, via the Chairman’s award, or external accreditations such as ISO 14000 (BSI audited). In all, 1,600 Trust staff across all areas have so far received environmental training via an online training portal (eLearning module). Content is annually updated by the multi-directorate- attended environmental committee. n All Estates staff are ‘multi-skilled’, with ‘a mix’ of BSc, BA, MSc, CEng, and MIHEEM personnel across the skills base.


n Partnering – The Trust has ‘partnered’ with its utility supplier for free issue of three double 22 kW rapid EV charge points, to operate in conjunction with a further eight installed Trust-wide for staff electric vehicles.


n Availability of charge points has encouraged the uptake of EV vehicles. Key estates staff sit on external working groups with other HSCNI Trusts and the Ambulance Service/Fire & Rescue Service.


n In-house CPD and membership of AREA (the Action Renewables Energy Association) ‘ensure continuous in-work training and updating of skills, partnering, and peer-to peer communication’.


n Accepted ‘normal actions’ of only LED lighting being used for new-builds, refurbishment, and replacement.


In combination, these measures led to an achievement of key targets for 2018/19 (compared with 2017/18) of: n Carbon emissions reduced by 12.19% (2,258 tonnes CO2


e).


n CRC costs reduced by £41,321.40. n Oil use reduced by 7.37% n Gas use reduced by 13.13% n Biomass use increased by 36.21%. n On-site PV generation of 227,409 kWh. n Rebates from utility companies of approximately £800,000.


The Trust said: “Reducing our carbon footprint has lowered both our relative utility costs, and long-term service pressures/patient issues. It is a key aim, within the annual ‘Sustainability’ section of our Chief Executive’s report, to have a better standing within our environment, and the 12.19 % carbon footprint reduction is an exemplary figure to be able to report. Reducing oil and gas usage has reduced harmful particulate emissions to atmosphere, while it is a contractual obligation that our grid-supplied power can only be from renewables – which in Northern Ireland is from wind. This positions the South Eastern HSC Trust in an innovative and low carbon position, which has led to a number of recent successful award entries. “Having a focused management structure, and clearly communicating the Trust’s goals and ethos to all staff, while

providing the correct software support and low carbon technologies to enable staff to carry out their tasks and achieve these targets, empowers estates engineers to succeed. Such an innovative, holistic approach is supported by the achievement of many of our key targets, and international recognition in our award submissions.”


Highly Commended entrant The winner of Highly Commended certificate, QE Facilities Limited (QEF), is part of the Gateshead Health NHS Foundation Trust (GHNT). The Trust and QE Facilities say the subsidiary’s creation has been ‘a catalyst for change, delivering significant improvements and efficiencies


in the delivery of non-clinical services’. Primarily a property and FM company, QEF has diversified into a number of successful markets, although its main aim is to reduce the cost of running hospital services for its clients. It primarily focuses on efficient management of procurement routes, and re-structuring workforce roles, ‘to provide flexibility, more interesting work, and better skilled people’, who can effectively and efficiently deliver services to its clients.


QE Facilities operates as a separate legal entity, ‘along commercial lines’, with separate governance arrangements, and the ability to employ its own staff on local terms and conditions. The business says it strongly believes that this subsidiary
