INSTITUTE NEWS Apprenticeship boost highlighted at AGM


IHEEM’s 2019 AGM in Manchester (see also HEJ – November 2019) saw the retirement of John Allwork from Council. He was thanked for his support on the Council and sub-committees both by the Institute’s CEO, Pete Sellars, and by President, Ian Hinitt.


The meeting commenced with the reading of the minutes of the 2018 AGM. These were read, approved, and agreed as a true record, subject to an amendment from Graham Hardman, who said he wished it to be noted that he had raised concerns over the high level of reserves held by the Institute. No further questions were received.


Annual Report and Statements The Annual Report and Audited Financial Statements for the year ended 31 December 2018 were considered. Pete Sellars responded to the concern over the level of reserves being held by explaining the various initiatives that had taken place in 2019. These, he said. included modernising the IT infrastructure at Head Office, with the development of a new bespoke membership database, and retirement of the on-site server based systems. The Institute’s support for apprenticeships, meanwhile, saw a boost, with a four-year commitment from IHEEM of £30,000 per annum to expand and develop ‘the fantastic apprenticeship programme in the North East’, supporting its increase from 15 to 45 apprentices per annum, and matching the funding secured by the scheme from the 12 local NHS Trust participants. Part of IHEEM’s commitment is to expand the scheme to areas such as Northern Ireland. A bursary funding system with financial support


from The Worshipful Company of Plumbers, the AG Manly Trust, and Static Systems, was also match funded by IHEEM, to the tune of £7,500. This funding will be targeted at apprentices from NHS organisations and IHEEM Company Affiliates looking for specialist training over and above the current apprenticeship scheme. Pete Sellars said the impact of these measures would be to reduce the reserves held at the end of December 2019 by around £150,000. This approach was fully supported. Graham Hardman proposed that for 2020 the final accounts be made available in advance of the meeting, to enable members to review and comment effectively. This was supported, and the full accounts will be posted online under the secure ‘Members’ section’ of the IHEEM website once the accounts have been finalised. Statements were proposed, seconded, and unanimously approved.


Elections to Council


The next agenda item was to approve elections to the Council. Pete Sellars explained that there was only one new appointment, with John Allwork (North West branch), retiring, and Alistair Cameron nominated to take his place. All seats were uncontested, and came with the recommendation and approval of Council. The nominations were unanimously approved, after which Pete Sellars read out the list of Council members who would serve for the next 12 months. He went on to welcome Alistair Cameron to Council, and thanked John Allwork for his support of the Institute while on Council.


There was unanimous agreement to re-appoint Morris Crocker as IHEEM’s auditors for the coming year, and to fix their renumeration.

The final agenda item, item five, was to detail some minor amendments to IHEEM’s Articles of Association recommended by the Engineering Council. Ian Hinitt provided background on the resolutions and their intent. The special resolutions were detailed in the November 2019 issue of HEJ. Members were informed that the Engineering Council Licence had been renewed for a further five years, with a list of agreed actions, and a timeline for their implementation by the Institute. This is currently all on track for completion. The revised Articles of Association have been approved by the Engineering Council, with a recommendation for IHEEM to re-write them over the coming year. The motion was carried unanimously. The President then thanked those who attended, and formally closed the AGM proceedings.


Call for Healthcare Estates 2020 papers open management and innovative approaches to


Planning for Healthcare Estates 2020 is already under way, with the IHEEM Conference Committee having met recently to discuss the 2019 event and begin planning for next year. The Committee reviews feedback received from delegates and visitors post- event, and this informs discussions to make Healthcare Estates as relevant as possible to the healthcare professionals that attend. The current conference streams – Strategy & Leadership, Innovation, Engineering and Facilities Management, and Planning, Design and Construction – will be enhanced this year with content on medical devices and new technology, including health sciences. Facilities management content in the conference programme will be increased, particularly in the areas of waste

delivering and managing core FM services. HTMs and HBNs will also be more of a feature, with IHEEM’s Technical Platforms taking a lead in demonstrating their technical excellence, and educating their peers on the latest updates. Compliance and Governance will be featured in a keynote slot, and sustainability will take centre stage, with carbon reduction to meet the 2050 net zero carbon target, and plastic reduction, key elements.

Conference Director, Victoria Emerton, said: “The closing deadline for the first round of deliberations for the 2020 conference is Wednesday 5 February. There is no limit on the number of presentation proposals per company or


individual. We do ask that, where a proposed paper involves a case study or work undertaken with a hospital or healthcare provider, the presentation proposal must come from them, rather than the contractor, architect, or consultant, with the hospital or healthcare provider being the primary speaker.” The 2020 exhibition will be the biggest in the event’s history, with the hall extended to the full capacity at Manchester Central. More companies than ever before re-booked their stand following the 2019 event. The early booking rate runs until 30 April.
