IHEEM INTRODUCES CERTIFICATION AND REGISTER FOR AUTHORISING ENGINEERS
As first announced at Healthcare Estates in October 2025, NHS England and the Institute of Healthcare Engineering and Estate Management (IHEEM) are introducing a central register and certification process for Authorising Engineers (AEs) working on NHS infrastructure in England.
This historic move will provide all AEs with a single, coherent standard and framework, strengthening governance and patient and public assurance around safety across the NHS Estate.
National Register and
Certification All NHS Trusts in England received formal notification in April of this year that all
practising AEs who advise or work on NHS infrastructure will need to obtain IHEEM Registered Authorising Engineer certification and to appear on the central IHEEM AE Register. This requirement will be reflected in the new release of HTM 00 which is currently being finalised. In order to ensure these changes in process are achievable and fair for all parties, to give sufficient time for current practitioners to complete the certification
process and trusts to plan a managed transition across all AE roles, a three year transition period from 15 April 2026 is now in place. Following the closure of this period, only IHEEM registered AEs will be eligible for appointment to work on NHS infrastructure. Institute CEO Pete Sellars praised the
collaboration and underlined benefits to both the healthcare sector and wider patient community, saying: “This

Looking to the future, the Institute remains steadfast in its commitment to upholding the highest standards across the AE profession, and in certifying, and maintaining the register for, every Authorising Engineer across the NHS England estate
