Wells also thinks it likely that BPR as a regulation will be adopted by other countries around the world but with their own particular spin, as the company says has happened in Turkey and Korea. These localised adoptions can be quite difficult to navi- gate, especially from outside of the country, as they are not straight copies of EU BPR but have different requirements and stages, the company says. “New active substances must be approved


before they can be placed on the market – but then how do you develop the market and thus justify the expense of approval?” Simmons asks. “In the plastics sector it is not only the active substance that needs approval but also the masterbatch needs authorisation (as the biocidal product), a process that costs again and takes another two to three years after the active substance approval.” This lengthy process means it can be difficult


and expensive to bring new biocides onto the market, with Wells saying the only real choice is to use active substances already approved or on the Article 95 List for the relevant product type for the application. The Wells Plastics Bactiglas range of antimicro- bial masterbatches and powder blends are based


on a silver ionic compound that is registered under the BPR. The compounds are said to be non-leach- ing and safe to use in both direct food contact and potable water applications. “Bactiglas is suitable for use in recycled plastics and has been successfully incorporated into 100% recycled polymer applica- tions, such as bin bags to name one example,” says Simmons.


Switzerland-based Sanitized received US EPA


registration in April for butylbenzisothiazolinone (BBIT), which allows it to supply the US market with this option. BBIT is used in a range of polymers in the US, including PVC, polyurethanes, silicone, polyesters, polyolefins, and acrylics. BBIT is also allowed for use in the EU under the BPR Article 95, although Sanitized does not supply it in the European market, saying it has alternative technolo- gies that are more suitable in its product portfolio.
