The driver(s) as they do their pre-trip inspection are supposed to look at and do a hands-on inspection of the wheel lug nuts ... doing a quick touch of the lug nuts to feel any possible freeway, as well as visual ... any rust around the lugs will be an indicator of loose lug nuts as well.
