Crime report There were four reported crimes in south ward during July and August. These included incidents of criminal damage, a shed burglary and car theft. No reported crimes for north ward. Warden’s report An increase in dog fouling had been noted. Residents should report irresponsible dog owners to warden Liz Lovatt or to Maidstone Borough Council on 01622 602202. A doorstep caller had been offering to pressure wash and seal driveways in a neighbouring village. The caller was intimidating and persistent but left when the resident refused to go ahead. Two men were reported for excessive pricing. Liz and the PCSO stopped further work continuing and they left. Village sign Cllr Date said a meeting had taken place with Graham Clarke and the new sign would be made from marine ply and would possibly be two-sided. Cllr Humphryes suggested a second sign should be made for Salts Wood. Litter Signs had now been installed. One was mistakenly erected just outside the parish boundary, in Chart Sutton, and would be moved. S106 monies Of the money from the Vicarage Fields development in Linton, £30,692 would be going to Boughton Monchelsea primary school. Speed limit The 30mph speed limit for Heath Road and village 20mph zones were progressing. KCC was carrying out nal design work and implementation would follow. Works would hopefully be complete by May 2021. Allotments Cllr Martin proposed that allotment rent be maintained at £30 per year for a full plot and £17.50 per year for a half plot, for the next year. This was agreed. Cllr Martin said the allotment site was now full, with a waiting list of people from both in and outside the parish. The clerk said a new allotment site at Langley Park would be coming to the parish council, hopefully in 2021. Bus group Cllr Whybrow advised that information had been received from the group regarding the 89 morning and afternoon bus being solely for school children to ensure sufficient capacity. Parkwood Farm reservoir Cllr Edmans said the sub-group met and options for the reservoir were being considered. Actions going forwards were checking obligations and insurance. Cllr Edmans would contact MBC for further advice in view of their similar work at Mote Park.


Broomeld and Kingswood


Broadband The county councillor was pleased to report that residents on the Lenham Road up to Wents should have bre up to their doors in the New Year. Residents with poor speeds in other areas of the village may be able to qualify for the Kent Top Up Voucher. Speed limit The 30mph limit along the Lenham Road from Kingswood to Wents Service Station was going ahead.


Sports Field Regarding the plan for a community building and food outlet, members heard that only one quote had been received for a building. The clerk would seek more quotes. Members considered the quote for fencing and agreed that it was too high. The clerk would contact the company that had erected the original fencing and Cllr Davies would talk to the handyman about temporary fencing. An email had been received from a resident about dog mess in the eld. It was agreed to ask residents for their suggestions and put more posters up around the village. The PCSO said she would monitor the area while patrolling. Crime report Two incidents were noted: damage to a garage door and a distraction burglary. The PCSO said it was difficult for police to monitor speeding along Chartway Street, as they need to nd an adequate, risk assessed area in order to perform speed checks. She suggested signage that could improve driver awareness. Pilot bus service Until COVID-19 was under control, it was not possible to relaunch the scheme. The plan for real time indicators at the bus stops had been put on hold. School buses would only take children now. Litter The chairman outlined her idea of asking children to design a poster to discourage people from dropping litter. There would be two £25 prizes. This was agreed and would be organised by the chairman and the clerk. Boxing club This was progressing well with six regular attendees. The maximum capacity is 10. The clerk would ask schools to redistribute the yer. Play area Cllr Hubbard said the steering wheel on the fun buggy had broken again. The clerk would contact the manufacturer to arrange a replacement.


Headcorn


Police report There had been a number of antisocial behaviour issues in the village, including the use of horses and traps on Days Green. A report on Moat Farm, which was unoccupied, being used by youths was investigated by the PCSO. There had been a few issues of theft, burglary and criminal damage, with no further lines of inquiry. Section 106 The clerk had agreed with MBC the amount needed to cover the repairs to the Days Green Children’s area from an existing S106 payment. The clerk would continue to press for the outstanding balance from the purchase of the mower.


Kings Road parking KCC Highways had asked where the spaces are. The location had been conrmed and the clerk would press for signage. Litter There seemed to be no further issue with PPE litter at the COVID-19 assessment unit, but the issue of general litter collection was ongoing. Bulb planting The planting at the White


Horse crossroads was now being taken care of by Open Spaces as the contractor had agreed to meet the cost. Facebook Cllr Hancock agreed to take on the mediation of the page. Waste disposal A parishioner was concerned about black sacks of rubbish being left by bins in The Weavers. The clerk contacted the managing agent who was going to write to the residents. Woodside Farm Two mobile homes had moved on to land beside the farm. The clerk had already reported the matter to planning enforcement officers, who attended the same day. Days Green inspection The green was in good order but the play area was closed due to a trip hazard. Headcorn aerodrome The clerk’s office and the chair had a virtual meeting with Mrs Wotton to address her concerns about low-ying planes and ignoring the noise abatement zone near Bletchenden. It was apparent that planes were not following established ight circuits, no y zones were being breached and planes were ying below 500ft. This was left in the hands of Cllr Selby.


Staplehurst


Library It was agreed to use Community Payback (CP) to paint the exterior of the library and the toilet block at The Parade. It was agreed to apply for a grant of £500 from the KCC Member’s Fund to pay for this. Cllr Forward requested that CP repaint some of the concrete planters. Tree work The deputy clerk has sourced four quotes for tree maintenance along footpath KM312. It was agreed to approve the quote of £496 plus VAT from Living Forest. It was also agreed to ask Living Forest to reconsider removing the ash tree completely, if this could be avoided. Work bench It was agreed to spend up to £700 preparing the air raid shelter and installing an equipped work bench for the use of the caretaker and councillors. This could be extended to allow the use to other village groups. COVID-19 testing A request had been received from MBC to assist with identifying potential sites for mobile testing facilities. Councillors suggested a number of village sites, none of which tted the given criteria, apart from the station car park. Overgrown hedges Having received advice from Kent Highways, a draft letter has been written to send to residents whose boundary hedge was obstructing the footpath, making it difficult to pass without walking in the road, especially with social distancing measures in place. Lights The lanterns and columns for Chapel Lane have been received. The deputy clerk conrmed she is awaiting a response from the contractor who is to perform the installation. Clerk The recently-appointed clerk had sent a letter of resignation which had been accepted by the parish council. Gardening leave was being taken.
