Community warden The warden continued to be active in the village. He was also working as part of the local prescription delivery service for those who were vulnerable. Crime report Damage was noted to the gate and CCTV at Hogg Bridge Green. The PCSO had agreed that he would visit the site when he is in the village. There had been complaints about youths loitering there.


Hawkenbury Road Bridge Further correspondence had been received concerning ooding and the lack of a walkway. This would be added to the Highways Improvement Plan speed survey requests for Oak Lane and Lenham. Parking The spaces on Kings Road are now free to be used and the clerk would press for a sign to that effect. Litter collection The issue of litter being cleared on the roads continued to be a problem and the clerk would write to KALC for support in this matter. A parishioner has sent an email concerning the appalling amount of litter left on the Lenham Road. This matter was being pursued by the clerk. White Horse Crossroads The clerk had pressed for the bulbs to be planted on the green as promised. As it was now too late for bulbs, the clerk would pursue the developer for a voucher or contribution for other planting in the village. Speeding An email had been received concerning the speed of the vehicles on Wheeler Street. The clerk advised that a pedestrian crossing was to be installed in that location and this should help to slow the traffic.


Remembrance Day The clerk would send the road closure request, although it was not yet known whether the parade and service would be permitted to take place, due to the ongoing COVID-19 restrictions. Speedwatch Conrmation had been received from Kent Police that the sessions could resume, and the council was awaiting approval of the site selected by the parish council. Days Green Inspection The green was in good order, but the clerk raised the issue that some of the soft surface tted around the play equipment had lifted and was a trip hazard.


Leeds


Relief road Cllr Cooke reported on the current situation regarding the relief road, and said KCC was still looking to have this included in the amended Local Plan. Then they would be in a position to move forward with Maidstone Borough Council.


Call for sites Cllr Fort said the call for sites would be reported on further in October, when the sites would be whittled down to those that were sustainable. She said she was keeping an


eye on the proposed Lenham Heath “garden village”, which would have consequences for the relief road. Highways Cllr China said the proposed South East Water works, which had been due to close Upper Street and Lower Street, had now been postponed until 2021. He hoped the replacement of a lamp column could dealt with at the same time as the road closure. HGV accident Cllr China reported on the damage caused by the HGV in Forge Lane/Upper Street, and asked what action had been taken. It was reported that the HGV details had been given to KCC and the police, but this had not been pursued by them. Parish maintenance Cllr China said the maintenance contract had been approved and renewed. Abbey Farm Cllr Cooke spoke about the activities at Abbey Farm, and the closure of the footpath. He conrmed that this had never been an official footpath, but had been created and established by use over the years. Cllr Fort said planning enforcement officials were investigating the tree removal. It was agreed that the clerk should write to the Rochester Bridge Trust, who own the land, to establish what their intentions were for the future of the site. Playing eld Cllr China said the parish council had been asked to provide a letter to the Loose Lions Football Club, to conrm its support for their funding application. He had asked the clerk to provide this. The clerk had arranged for a safety inspection of the play area and would draft a risk assessment. The play area could then be re-opened with signs on the gate.


Marden


Crime report Six crimes had been reported since the last meeting: ve cases of criminal damage and a robbery. PCSO Morris was working with the housing associations on some of the issues and the robbery was under investigation. There had been six reports of antisocial behaviour – a 14-year-old had been found in possession of a catapult and stones. Quarantine visits and phone calls had been conducted. Community warden The warden was beginning to return to working in Marden. Unfortunately, the library had still not opened to allow her to use it as a hub, so she would be given access to the parish office, toilet and kitchen facilities so that she could work there. Amenities Southons Field Pavilion had been tidied up and shelving had been installed. The roof of the shed had been re-felted and new signs had been installed. Playing Field The Legionella risk assessment for changing rooms had been carried out and risk was found to be low overall, but several actions were required. S106 money The deputy clerk would be


asked to place the order for the litter bins and benches. CCTV Golding Homes had given permission for cameras to be erected on one of their properties overlooking the eld. Cllr Tippen asked if the camera could be installed with an infra-red facility, and if so, how much more would this cost. Cemetery The notice board had been delivered and installed. The clerk was asked to visit the cemetery as several dog walkers were using the grassed area at the front of the cemetery to cut through to the gate, rather than the pathway. Allotments The site specication had been sent to Redrow. An allotment society had been set up with a chairman, secretary and treasurer. The clerk was contacting other parish councils who are in the same position as Marden Parish Council, with regard to owning the allotment site, but having an allotment society running the plots. Parish office The clerk and deputy clerk had put forward proposals for returning to work in the parish office. The clerk would speak to Cllr Newton about wiring and would obtain quotes for some work to be undertaken in regard to screening. Fingerposts A resident had asked for information on the refurbishment of ngerpost signs around the parish. Members had originally obtained quotes for repainting, but needed more information as it was felt that full refurbishment would be more cost effective. The item was placed on the Highways Improvement Plan, to liaise with Kent Highways regarding obtaining funds, assistance etc. Cllr Turner was due to provide a report shortly, based on information he had obtained from other parishes who had refurbished cast iron signs recently. It was also proposed that the council look into what could be done to the signs at Underlyn Lane/ Stilebridge Lane junction and at the end of Park Road. Barrier The same resident also requested that the parish council liaise with Kent Highways about the barrier at the junction of Howland Road, Battle Lane and Park Road. It was agreed that this should be raised as a safety issue for this area. Councillors also agreed that Kent Highways be asked to look at the signage on the approach roads. Water supply A Battle Lane resident had been in contact with South East Water regarding a reliable permanent water supply to the Wanshurst Green area. Members agreed to contact South East Water and seek assurance that there is a plan in hand to resolve this issue, which had been going on for a long time. Primary school The primary school became an academy with Leigh Academies Trust from September 1. It was understood that the academy would now be better placed to obtain the S106 funding from KCC.
