2020 New Member Spotlights Mayor Clyde C. Hairston North Central Texas HFC Mayor of Lancaster


Mayor Clyde C. Hairston has been a positive community leader in the City of Lancaster for over thirty- three (33) years. Mayor Hairston’s passion for serving began with him being an appointed member of the Human Relations Commission, a citizen’s forum, to bring racial harmony to the city. Before serving on the Lancaster City Council, Mayor Hairston became the first Official Chaplin by city council resolution. As time progressed, Mayor Hairston was elected as Lancaster City Council member for District 5 for eleven (11) years. He then went on serving as the first Deputy Mayor Pro Tempore for three (3) terms and served three terms as Mayor Pro Tempore before becoming the Mayor in 2018. He earned the 2017 (CMO) Certified Municipal Official certification, through the Texas Municipal League Institute. Mayor Hairston continues to receive the Certified Municipal Official certification each year as Mayor of Lancaster.


Mayor Hairston also devotes his time as an ordained minister who holds a Bachelors of Arts Degree in Biblical Studies and Theology and a Masters of Divinity and Doctorate of Religious Philosophy (Ph.D.). He is the founder and proud pastor of Miracle Temple Fellowship Church in Lancaster, TX. Mayor serves on the North Central Texas Housing and Finance Corporation (NCTHFC) board and is a member of the Metroplex Mayors Association. Mayor Clyde C. Hairston is a proud family man and has been married for over forty-two (42) years to Carlotta Hairston; who works faithfully by his side. From their union, they have been blessed to become the parents of six (6) children, grandparents of eight (8) grandchildren, and great-grandparents of one (1) great grandchild.

Access to affordable housing has been a focus of my career from the start. As the Com- munity Development Manager overseeing the multiple aspects of our Housing Develop- ment Assistance programs, I am honored to work with an amazing staff and dedicated developers who care about providing quality housing at affordable prices. Together, with gap financing and partnerships, we are helping to solve Austin’s affordability challenges.


Prior to coming home to Austin, I served as a County Planner in Virginia, earned graduate degrees from Auburn University (War Eagle), and advocated for Fair Housing with the Central Alabama Fair Housing Center. Throughout my career, I have worked to align housing afford- ability with economic opportunity and reliable transportation. I am excited to join TALHFA to work with professionals who share my passion in community development and sustainability.

I took an interesting route to land in affordable housing. The start of my career was in manu- facturing and a transition to Banking and Finance gave me a peek into the world of commercial loans. The City of Austin has been my home for 12 years and the Austin Housing Finance Corpo- ration (AHFC), my second home for almost 8 years. During these 8 years, I have served AHFC in different capacities. In my current role, I evaluate funding applications for housing development. This provides an opportunity to work with for-profit developers and Community Development Corporations that are operating at the grassroots level.


My background in diverse industries and exposure to international business gives me a unique


perspective. I am proud to be a part of a mission driven team. I joined TALHFA to enhance my understanding of the function- ing of other agencies, widen my professional network and bring home best practices to the City of Austin.
