Quad bikes A noise complaint has been reported to MBC, who had written to the event organisers. Cllr Garten said that there are two issues raised by the quad bike meetings – noise pollution and the usage of the land. MBC said residents affected by the events should keep a diary of the intensity and length of time of the noise and contact the clerk for details of the MBC co-ordinator so that they could send these in. Cardwell Pavilion Cllr Ward and the Clerk had met with the cleaner and agreed that additional assistance would be brought in for a deep clean once a month. A review of this arrangement would take place within the next three months. Signs The sign-writing had been corrected on the blue noticeboard outside the pavilion and the two signs at the entrance of the Millennium Green. S106 money The £22,000 S106 money from the Fernham Homes development was being held by MBC for the parish council. This had been designated for new equipment on the playground and Cardwell Pavilion areas. Cllr Ward was to obtain quotations. Defibrillators Cllr Marshall had developed a form to record the defibrillator and inspected the two machines in the village with the clerk. The clerk had enclosed additional first aid accessory packs, but Cllr Marshall had recommended additional items to keep in the cabinets which the clerk would obtain. Additional signage had been placed near the Village Hall defibrillator and the clerk would check whether signs could be placed at the school. Finger post Cllr Prendergast was pleased that the white finger post had been replaced at the top of the Hollingbourne Hill.
Bus scheme The delays to the 12-month pilot scheme, which would affect services between Hollingbourne and Maidstone, the delays in providing the system, were being resolved. SOMEBODY broke into a house in Roseacre Lane, Bearsted and a dog was stolen.
A safe was stolen from a house in Upper
Street, Leeds. A vehicle parked in a car park was
keyed in Grovewood Drive North, Boxley. Somebody stole both number plates from a VW Golf parked in Bearsted Road, Boxley.
Somebody stole a black Ifor Williams trailer horse box from a stable in Water Lane, Thurnham. Damage was caused to a vehicle parked
in Tyland Lane, Boxley. Fuel was stolen from a Scania HGV in Detling Hill, Thurnham.
Somebody broke into a house taking
development, had been narrowed. This was inspected by the KCC, together with the bollards which had been damaged. Cllr Mrs Prendergast suggested it might be prudent to await the response from the District Highways Manager following her visit to the development. Cllr Ardley had measured the width of the Eyhorne Street in this area and it appeared to be about 20 cm narrower than the rest of the Street. Bench MBC was installing a new bench on the green next to the side gate of the school. It is thought that this is a good position for walkers. Hedges Cllr Dr S Bauer enquired whether Cllr Ardley had received a response from KCC Highways about trimming back hedges and the disruption contractors had caused to nesting birds. Cllr Ardley said the Highways department would consult with the contractors about when they trim back the hedges so as to cause the minimal interference to the wildlife. Play equipment Cllr Ward would get a safety sign for the zip wire in the playground. The seat of the toddler swing was cracked and would need replacing. Pond work Three quotations had been obtained for the works to the Millennium Green pond. Funding was being sought. Speeding Cllr Shellina Prendergast stressed the need for a Highways Improvement Plan for Hollingbourne because she had received emails about speeding in the area. This was an ongoing issue, particularly in the Upper Street area, with an incident of verbal abuse from a driver to a resident. The Police Enforcement Officers said it was dangerous for them to stand in the area to register speeding, which explained why it was so risky for pedestrians in the area. Highways Improvement Plan Cllr Ardley had made a good start on the document, which was distributed at the meeting. Any comments should be forwarded to Cllr Ardley for inclusion.

Wood clearing There was concern about work being carried out in the wooded area behind the sports field. The clerk would ask the landowner for details.
Lorry watch The session organised for October 18 had been cancelled. Cllr Lesley Martin had stepped down and a new organiser would be announced. Traffic There was concern about an increase in traffic and driver behaviour. KCC Cllr Gary Cooke suggested asking for a meeting with police and the police commissioner – this would be investigated. Cricket pavilion Glenn Aitken from the cricket club spoke on the proposals for a new pavilion and asked for suggestions to be submitted prior to plans being drawn up, so that they could be included. Pedestrian crossing Cllr Cooke said KCC had looked into the suggestion of a crossing by the school and had reported back that it was not possible due to traffic constraints. Good causes Cllr Cooke was looking for good causes who could potentially recieve donations from his fund, from £300 to a maximum of £1,500. PCSO report Two cars had been damaged in Farmers Close and police were planning to install a camera as a result. Antisocial behaviour in Brogden Close was being investigated. Faulty light The contractor would investigate the faulty light in Forge Lane. Christmas tree It was agreed to buy warm white lights for the tree at the entrance to Wykeham Grove, which would be installed by the end of November. Maintenance KCC said they would supply one bag of rock salt free to Maidstone villages. Leeds would have one placed at the far end of the church car park for use by residents. KCC would also replace any existing salt bins which were damaged, and to top them up if needed. Complaint A resident had complained about lack of maintenance on Leeds footpaths, overgrown vegetation and a stone wall in need of attention. The clerk would deal with these. Flytipping The meeting heard that a resident from the village had been fined for flytipping a load of rubbish in Burberry Lane.

Somebody cut the curtains of an HGV in Detling Hill, Thurnham. A box was damaged, but nothing was taken. Thieves riding micro motorcycles jumped over a fence at a warehouse and stole building materials in Gleaming Wood Drive, Boxley.
Around 1,000 litres of fuel was stolen from an HGV in Detling Hill, Thurnham. Somebody has been stealing oil from a fish restaurant over the past couple of
weeks in Deringwood Drive, Downswood.
The windscreen of a Volvo XC90 parked in the road was smashed in Lenham Road, Lenham.
The door of a Ford Fiesta parked in a hotel car park was damaged in Forstal Road, Boxley.
Somebody smashed a window of a Mercedes C180 parked in Headcorn Road, Lenham. A shed was broken into at a house in Back Street, Leeds.
