As another year is about to come and go, I am thankful for the role TALHFA has played in financ- ing housing in our communities. The Annual TALHFA Educational Conference in Houston was a success. Learning, networking and sharing has become a trademark of our State Association and always high- lights our meetings.


However, as we move closer to 2020, the uncertainty of funding still looms at the federal level. The Affordable Housing Credit Improvement Act of 2019 (AHCIA), increasing the availability of LIHTC to developers is moving through Congress and being tracked closely by our national partner, NALHFA. At the state level, the 86th Texas Legislature was also very active this past year. We will be monitoring the implementation of several bills relating to housing, including SB 1474. Affordable housing is still in a national state of crisis as the affordability gap continues to grow. In Tarrant County, the fifteenth largest county in the nation; for every 100 homeless persons, 8 are veterans, 15 are children, 36 are female; 18 are mentally ill with substance abuse issues, 2 are living in their cars, and 12 are escaping domestic violence.


There is much left to be done in providing Texans quality affordable housing opportunities. Texas is booming, and so is our need to for af- fordable housing for families across the affordability spectrum. Here is to finishing 2019 with happiness, faith, and hope for a successful 2020. I look forward to seeing each of you in the coming year.
