Construction Start for Phase I of Rebekah Baines Johnson Center Redevelopment
DMA Development Company, in conjunction with the Austin Geriatric Center, are pleased to announce the financial closing and construction start of the first phase of the Rebekah Baines Johnson Center redevelopment, to be called The Lady Bird, located at
21 Waller Street, Austin, TX, 78702.
This historic east Austin site, once a federal fisheries operation, has been home to the Rebekah Baines Johnson Center since 1968. Its 16-story Residential Tower opened in 1972 as one of the city’s first high-rise residential buildings and it continues to provide homes for low-to-moderate income seniors to this day. DMA’s involvement in the redevelopment of this site will culmi- nate with the delivery of over 500 units of mixed-income senior housing through a two phase process:

Phase I) the new construction of The Lady Bird, 279 apartment homes and a parking garage, and Phase II) the renovation of the existing RBJ Residential Tower.
Carleton Construction, Ltd. has begun work on Phase I of this exciting project with completion anticipated in November 2021. When finished, RBJ residents living in the Tower will be relocated to the new units in The Lady Bird, thereby emptying the Tower for the rehabilitation efforts of Phase II. The costs of relocation will be supported by the Austin Geriatric Center.
Both The Lady Bird and the Tower renovation will utilize the Housing Tax Credit Program and Private Activity Bonds. Additionally, because of its ability to serve seniors on limited incomes, the RBJ redevelopment has been awarded nearly $7 million in gap financing from the City of Austin.
The Lady Bird will include a total of 47 studio apartment homes, 208 one-bedroom apartment homes, and 24 two-bedroom apartment homes within a building footprint designed to wrap around the existing Tower. In addition, this new construction will provide numerous amenity spaces including a fitness center, training and meeting room, theater, food pantry, staff offices for
