Depending on the topic, success has a variety of different definitions, but each of them center around the accomplishment of a stated goal. In this edition of Todd’s
Corner I want to focus on success in the legislative arena.
Most will assume it begins and/or ends with passing or killing a bill that helps or hurts the industry being represented. TALHFA's success in the 86th legislature went much further than that. More than two years ago we began to address the fact that the Private Activity Bond program (PAB) did not operate as efficiently as it could, so under the direction and leadership of the TALHFA board and Jeanne Talerico, we set out to push a bill all the way through the legislative process and onto the Governor’s
desk. We accomplished our stated goal, thus we were successful, but our true victory came throughout the process.
Within the PAB program there are several other players and industries involved, in addition to housing. For example, the Higher Education Coordinating Board funds their “Tuition Loan” program through the PAB program. They became our first partner. One by one we began to work with every public and private entity touched by this important program. We sat many times with all of us in one room tearing apart and reassembling the program into an efficient, modern program that will better serve all those that depend on it. Make no mistake, there were a few tense moments in the group meetings, but never an unwillingness to ac- complish the goal. Therefore, the TALHFA definition of success is an accomplishment through care, concern, corporation and determination.
