Willy Boulay Dominium
I’ve been with Dominium for just over 4 years – but it feels like a lot longer! As a Development As- sociate I’ve had the opportunity to work to build and preserve over 4,400 apartment homes which
corresponds to approximately $400 million of affordable housing communities. While I’ve had the chance to work in 7 states so far, I spend much of my time working to acquire and develop projects in Texas. In my role I oversee all the aspects of the development process from original underwriting and working with local policymakers and city staffers all the way through design, construction, lease up and stabilization.
I joined TALHFA to be a part of the talented & sophisticated group of affordable housing experts that are active in the state and make certain Dominium is helping advance the cause of providing greater
access to quality affordable housing for the citizens of Texas.
I am a graduate of Northwestern University (undergraduate) and the Humphrey School of Public Affairs at the University of Min- nesota (graduate) and currently reside in Minneapolis, MN.
Ray Landry Davis-Penn Mortgage Company
As an approved MAP and LIHTC Pilot Lender, DPMC has a proven track record in financing affordable communities across the country. DPMC has successfully processed, closed and serviced many different
types of affordable transactions, 9% & 4% LIHTC Transactions, Year-15 Re-syndications, Section 236 Decoupling’s, RAD, HAP and LIHTC Pilot transactions. Ray Landry has been originating HUD-insured multifamily loans for Davis-Penn Mortgage Co. in Houston, Texas for over 20 years, specializing in affordable housing. He is a regular speaker at numerous housing conferences across the country on combining HUD-insured financing with the various housing programs available. He currently serves on the Novogradac Journal of Tax Credits Advisory Board and is a member of numerous housing organizations dedicated to affordable housing.
Neal Route Dominium
As a Senior Development Associate for Dominium, I get to work on a lot of fun and exciting projects. My day to day responsibilities include working with internal and external partners to achieve our
common goal – access to safe, clean, affordable housing! Every day is a little different, but most days involve some sort of architectural review, construction oversight, financial modelling, or negotiation with financiers and landowners. Many days also involve interacting with local policy makers, who help us turn our spreadsheets into vibrant communities around the country. Over my seven-year career at Dominium, I have closed 25 transactions under various structures. My primary purpose of joining TALHFA is to assist the group in the creation and preservation of affordable housing.
