Investment Agriculture Foundation closed out its Growing Forward 2 programs and embarked on three new Canadian Agricultural Partnership (CAP) programs in 2018, members were told at their annual meeting in Abbotsford, April 11. “We disbursed $21.2 million via 618 projects during Growing Forward 2,” reported IAF CEO Michelle Koski. Growing Forward 2 ended
March 31, 2018 and was replaced by the CAP, a new five-year federal-provincial- territorial agriculture program agreement. IAF’s three programs under CAP run from 2018 to 2023. First is the $14 million Canada-BC Agri-

Innovation Program. The program commits $2.8 million a year towards projects that lead to the development and adoption of innovative products, technologies and practices. IAF also received $3.5 million for a renewed Climate Change Adaptation Program (CCAP) and $5 million for a new BC Agri-Food and Seafood Market Development Program. Although funded through IAF, BC
Agriculture Council’s BC Agriculture & Food Climate Action Initiative delivers CCAP. The transition in funding from Growing Forward 2 to CAP made 2018 an “awkward” year, said CAI coordinator Emily McNair. CAI developed regional adaptation plans for
Bulkley-Nechako/Fraser-Fort George and Kootenay/Boundary regions in 2018. They’ll be released this spring. The program also launched 11 new regional projects based on already completed regional plans. Perhaps CAI’s most important accomplishment last year was a wildfire preparedness guide and workbook, used in training sessions across the province. CAI also received 55 submissions for the farm-level program. It approved 10 multi-year

projects to begin this spring. The province also gave IAF
three new programs last year. In April, IAF got the Tree
Fruit Competitiveness Fund, a five-year program providing $3.5 million for marketing, infrastructure and research projects as well as $1.5 million for orchard replanting. A month later, it received the Bee BC program, a two-year program managing $150,000 for small-scale projects to advance bee health in BC. In June, IAF was made the licensing agent for the Buy BC logo and given $2 million a year for two years to enhance local marketing efforts in
conjunction with the brand. The new programs increased IAF’s uncommitted funds by $3.5 million, ending the year at $27.4 million. IAF is owned by nine farm organizations.
The organizations select its 13 directors, including two designated as representing the “post-farm gate” sector. IAF has received an application from the BC Food Processors Association to become a member organization to “improve linkages between agriculture and food processing,” BCFPA CEO James Donaldson told members.
Although the board recommended the application be approved, members voted to delay a vote until IAF completes its new strategic plan, expected in late spring or early summer. In the meantime, they approved four new
directors. Ralph van Dalfsen replaces Len Bouman as the dairy representative; Jim Pratt takes over one of the two post-farm gate positions from Alistair Johnston; Jos Moerman becomes the greenhouse, floriculture and nursery director, replacing Bert Miles; and Mike Soth replaces outgoing chair Jack DeWit as the director for other livestock. Members reappointed include Don Low (tree fruits and grapes), Dennis Lapierre (community agriculture), Dave Zehnder (cattle) and Glenda Gesy (pre-farm gate) to new two-year terms.
