CIRCUIT & DISTRICT COURTS


Baxter County is in the Ar- kansas 14th Judicial District — which also encompasses Marion, Boone and Newton counties — and has a circuit court with four divisions and four circuit court judges. Circuit courts are responsible for felony criminal cases, civil cases, probate, divorces, and juvenile and family cases. Baxter County District Court handles misdemeanors and small claims cases. The courts are open to the public, except for juvenile court, where cases generally


remain confidential. Court is conducted at the Baxter County Court Com- plex, 301 E. Sixth St. in Mountain Home, Circuit judges are: Division 1: Andrew Bailey Division 2: Deanna “Suzie” Layton


Division 3: John Putman Division 4: Gordon Webb All circuit judges serve in all counties within the judicial district.


Circuit Court Felony criminal cases are filed


by the Prosecutor David Eth- redge. Judges Webb and Putman preside in felony cases and misdemeanor ap- peals from district court. Layton presides over domes- tic relations and civil cases, as well as child support enforce- ment cases. Juvenile court handles all cases involving juveniles, ranging from delin- quency and criminal vio- lations to parental abuse and neglect. Evans presides in most of those cases but also handles civil, domestic and probate matters.


District Court Jason Duffy serves as District Court judge. District court is a non-jury court with county- wide jurisdiction over traffic violations and cases involv- ing misdemeanor charges. The district court also hears small claims up to $5,000 for contract disputes, and dam- age to or return of personal property, and civil claims up to $25,000.


Cases in district court may be appealed to circuit court for jury trials.
