“LAST month the Prime Minister and NHS England Chief Executive, Simon Stevens launched a long term plan for the NHS, which includes the biggest cash boost to the health service in its history. By 2023–24 the NHS will receive an extra £20.5 billion a year in real terms. As well as transforming patient care the plan will have a much greater focus on prevention – with £4.5bn a year invested in primary and community care promoting good health and more rapid diagnostics. I particularly welcome the
focus on supporting our ageing population and increasing independence, which is something Suffolk GPs and health professionals have raised with me in the past. The plan will support people to age well by bringing different health and care teams together, making sure older people are getting the support they need to remain independent and to avoid unnecessary hospital admissions. I know from my stay in hospital last year that extra support in the community
is absolutely crucial to enable patients to be discharged quickly from hospital. Importantly, mental health
provision will also be boosted by an additional £2.3bn a year, which will include 24-hour access to mental health crisis care as well as mental health support in schools. Another key ambition is to provide the best maternity care in the world by ensuring that every baby gets the best start in life by continuing to improve maternity safety and providing greater mental health support to new parents. I met NHS Improvement and CQC inspectors regarding the Mental Health Trust. The clock is ticking on whether the current structure is fit for purpose for patients. That’s all that matters to me and I will keep on it. This additional money has
given the health service the certainty it needs to deliver its 10-year long term plan meaning they can get on and recruit more doctors and nurses - ensuring the NHS is there for you and your family in the future as it has been in the past.”

IT'S that time again, Norwich City and Ipswich Town have played each other 106 times, Town have won 43, City 41 with 22 drawn games. However since April 2009 City are un-defeated in eleven games, winning six of them, and rivalry resumes on Sunday 10th February. At the time of writing City sit in second place with Town seven points adrift in bottom position but form goes out the window in these games. Before this game City host fourth place Sheffield Utd and then go to top place Leeds Utd so after these three
games we should have a good idea of how the season is going. The transfer window opened
for our Fantasy Football competition during our January meeting, with Josh leading the field he only changed one player, James and Chris M moved five each with Chris taking drastic action by ditching England captain Harry Kane who is currently injured. Fred and Charlie continue to swap places at the bottom. Next update will be during our February meeting on the 20th.

CUTLERS HILL SURGERY PATIENT
PARTICIPATION GROUP
CUTLERS Hill Surgery Participation Group (PPG) is the official body which represents patients at the Surgery. We meet six times a year and report to the Great Yarmouth & Waveney Clinical Commissioning Group (CCG). The CCG is the NHS body which organises and finances healthcare in this part of Suffolk. The PPG recently held a special meeting to consider the latest proposals to create a much larger local organisation. To achieve this our CCG will be merged with the other four CCGs in Norfolk and this will result in a new ‘Integrated Care System (ICS). These plans go further, however, because social care will also be part of the ICS. For most of the area this will be covered by Norfolk Social Services but, of course, in Waveney and Halesworth it will be Suffolk Social Services. For us this presents challenges – we will be competing for healthcare resources with the whole of Norfolk - Kings’s Lynn, Thetford, Cromer and Norwich. At our next meeting we will be discussing the ramifications of this and it is likely to take up most of our time for the rest of the year. We shall have to stand our ground.

on the budget the Parish Council will be requesting a 10% increase in the precept for 2019/20. This represents roughly an additional £2 per annum for a Band D property. As our precept has been kept ‘very low’ (less than £20 a year for a Band D property) for the last three years with no increases, we have reluctantly agreed to approve the increase to cover the expenses for running the parish. Review of Westhall Community Emergency Plan has now been completed. The plan aims to get the village community to work effectively together to assist those who are affected by an emergency. Many thanks to the volunteers who support this Plan. After many years of excellent
