Air quality Itwas agreed thatmembers did notwant to pursue the acquisition of anymore diffusion tubes. Flood plan Itwas agreed that a copy of the Flood Planwould be issued to all members. The clerkwould chase the Horsewash tenant aboutmoving the flood pod to amore accessible site. Details of the floodwardenswould be sent to the EnvironmentAgency (EA). The clerkwould obtain dates for flood warden training. Residents in ‘at risk’ homeswould be asked to give their phone numbers to the parish council for use in an emergency. The clerkwould obtain two Road Closed signs for use in Station Hill if the bridge flooded. The Bull would be asked if theywould store them and perhaps the flood pod too. Village car park The inspection sheetwas received and thewooden barrierwas broken again. Cllr Charlton and the clerk would liaise on buying steel bollards. Equipment and protective gear had been bought for the car park a�endant and he would receive training. Pearsonswould then be told to stopmaintaining the car park. Highways The final plan for the Lower Road traffic calmingwas due to be considered by the councillors.A le�er would go out to residents giving them threeweeks to respond. Replieswould be considered before approvalwas given. Fundswould be drawn down before the end date of the loan andworkwould begin in February/March 2019. Bridge Kent Highways had agreed to put a single line in themiddle of the road where vehicles turned to go onto the bridge at the foot of Station Hill. The issue of traffic lights on the bridge had been raised again butmembers agreed they had no desire to resurrect this idea as it had been dismissed as being unsafe in the current conditions. Maintenance The clerkwas to chase the Kilnbridge Close road name sign. Cars were parking on the pavement in the Kilnbridge Close so the idea of installing bollardswould be put on the agenda. Footpaths The clerk had asked that KM335, 336, and 337 (Forge Lane) be added to the PROWcu�ing schedule. Speedwatch The patrol had reported 17 cars to the police for travelling at between 36 and 55mph. Themoveable speed indicator devicewas on Station Hill – feedback suggested that itwas influencing speeds.A resident in Dean Street had offered to have an SID pole on

the verge outside his house. The clerk would ask Highways to quote for a new pole and to check out the site. The clerk would try to get a police incident number for the theft of the previous pole, so that an insurance claimcould bemade. Fete Theworking partywished to put a bench on the Horsewash, but the tenant was unhappy, so itwas agreed that the ma�erwould go no further.

Festival PSCO Boyd said that the Small World Festival seemed to go offwithout trouble and, in fact, they had not received a single complaint. SouthernWaterWorkswere delayed in Kings Road after the positioning of a gas mainswas notmapped. Roads Itwas discussed and agreed that it was essential to get KCC views on the route of traffic for the newdevelopment on Ulcombe Road. Itwas repeated that a request for a pre-condition survey of Ta�lebury Lanewas essential, prior to anyworks commencing. Animal waste Staff fromGreenWicket Animal Sanctuary had again been witnessed dumping large bags ofwaste in bins, this time on the High Street. The clerkwould followthis upwithAshford Borough Council. Pedestrian crossing The time allowed for crossing has been increased by KCC after concerns fromelderly and lessmobile members of the community about the amount of time they had to cross before the lights change. Play areaAn emailwas received froman individual outlining injuries that a child had sufferedwhilst at the Days Green play area. The incident occurredwhen he was using the picnic table. Thema�er had been reviewed by the clerk,with reference to the ROSPA inspection. This confirmed that the itemmetwith the requirements of the relevant standards and the itemwas rated lowrisk. Mobile homeAn email had been received fromMBC advising that there was no action that could be taken regarding amobile home that hadmoved onto theMeadows site until the appeal for this site has been heard. Police report PCSO Boyd noted a number of 101 calls concerningmotorcycle, quad bikes and go-carts on the LenhamRoad. Hewas able to link all the incidents and press a police report for it. This has seemed to put an end to thema�er. There had been a burglary onWheeler Street and PCSO Boyd had visited the family to offer security advice. The police had a�ended late on the day of the burglary and the forensics teamhad a�ended the next day. Parking There had been a complaint about parking on Kings Road and people trying to get around the SouthernWater works. VandalismThe bug hotel on Days Green had been vandalised. The lengthsmen had refilled it andwere nowlooking at
ways to secure the front of it. HammerstreamBonfires had been reported to the clerk and the detailwas passed toMBC. The clerkwould follow this up. Station liftA number of avenueswere being pursued in regard to the Headcorn bid. Fire hydrants Email correspondence had been received fromKent Fire and Rescue Service, saying that the hydrants programme had been delayed as a result of incidents caused in the heatwave. The clerkwould followthis up. Local plan The chairman confirmed that the legal challenges to theMPC plan had nowreached a conclusion, and that the parish council nowneeded to press ahead with the Headcorn Neighbourhood Plan. Boundary changes Follwoing the resignation of Cllr D’Urso, the clerkwas asked towrite to her and ask for copies of the notes that had been promised, togetherwith the draft le�ers she had prepared for the boundary commission. Liering The clerk had asked that the first area assessed in this regardwas LenhamRoad. The clerkwould also ask Sanjay Johal of the National Flood Forum, as he had suggested that he knewof an insurance broker that could arrange cover for li�er picks on roadswith speed limits of 60mph. Defibrillator The defibrillator on ForemansWalkwas nowinstalled and all defibrillatorswere registered. No further actionwas required. AllotmentsA request had been received fromHeadcornAllotmentManagement Association (HAMA) to install a pond/biodiversity area at the allotments. Therewas nothing in the deeds that prohibited such a development. Itwas agreed thatmaintenance of the pond would remainwith HAMA. The clerk had askedMBC for a S106 Open Spaces contribution to the cost. The requestwas appproved. Air quality The clerk had circulated details fromMBC on the pollution diffusion tubes. Thesewould be provided at a cost of £261.35 per tube for a one-year measurement period. The datawould be sharedwith the parish council and any worrying siteswould be adopted by MBC. The councilwas keen to understand if pollutionwas an issue in Headcorn and agreed to sponsor three tubes. Water leak The parish council had been copied in to correspondence fromMr Williams to CllrMartin Round regarding persistent issues on Grigg Lane. No response had yet been recieved. Flash flooding The clerk had been in touchwith Southeast Rivers Trust concerning the flash flooding inApril at Hoggs Bridge/School Stream. Theywere looking at a potential projectwith owners of land upstreamfromthe Scout Hut. The aimwould be to takemeasures to slow the flowbefore floodwaters hit Headcorn, and to hopefully reduce flood peaks.
