East Malling and Larkfield Parish Council


Local Plan Proposals The parish council continues to be spending a lot of time on the draft Local Plan as it going through the Borough Council meetings. Their timetable is to have the draft accepted by Cabinet on September 3 and then full council on September 12 followed by the final round of public consultation of six weeks in the autumn.


In our parish, the main proposals are to extend Kings Hill northwards into Broadwater Farm as far as Pikey Lane and New Barns hamlet in West Malling and to allocate a strip of land within the Research Station running north-south along New Road , East Malling.


Kings Hill would be for 900 dwellings plus a primary and secondary school. There would be a new road running through the countryside out to the West Malling by-pass (A228) to the station with a new junction arrangement. It is felt this new road would intrude on the country- side and impact on the public footpath network and quiet lanes designation. As to the principle, it is against past promises Kings Hill would be kept within the old airfield boundary but the parish thinks the site is likely to be approved given the government’s targets for new house building. It is looking at ways the


impact of the site could be reduced by a landscape buffer; including Hoath Wood in the site; and siting the schools on the northern boundary.


The Research Station site would be for 205 dwellings with an access onto New Road but no details of it has yet been provid- ed. Details are being sought of the highway impacts on the A20/New Road junction and on East Malling village with its narrow roads. And the stream which runs through the site on its way to Bradbourne Lake. In Larkfield, KCC has asked for a site for nine houses next to Larkfield Library in Martin Square, as sought by the parish councils and may residents.


The plan also proposes an extension of the Green Belt eastwards to Wateringbury Road/Winterfield Lane as sought by the parish councils and may residents. This woud mean not developing Forty Acres. The paths that run across from Larkfield and Leybourne to West Malling station would be protected as would be the rest of Broadwater Farm. The parish council welcomes and supports this extension and urges its borough councilors to support it. As far as Martin Square is concerned, the parish council seeks more details. It is worried about the row of trees and how the relates to the future of the library as

Local Plan Public Meeting Over 150 people packed West Malling Primary School on Sunday, July 1, to hear details of proposals for local house building sites

well as the public toilets Buses restored to Lunsford Lane Residents of the northern part of Lunsford lane were upset when the Arriva bus 71 between Maidstone and Snodland ceased running along their section of the lane. The parish council did a survey to which many responded and submitted the results to the bus company asking for the service to be restored.


It is pleasing the new timetable that came into force on the 8th July does just that. Service No 71 will now serve the lane again while the buses that go to Leybourne Park at the bottom of New Hythe Lane are renumbered 71A. Perhaps we can have the Bluewater bus back next please? A20 Problems Parish councillors have attended a further meeting with KCC to look at how traffic flows along the A20 can be eased. Further draft plans were produced and parish cllrs were relieved any idea of a roundabout at the A20/ New Hythe Lane junction has been dropped. The most congested junctions are at Coldharbour roundabout where a revised rounabout scheme is being developed and at Quarry Wood where also a roundabout is being considered too. Public consultation on the schemes was promised.
