The partywas discussed and amilitary period themewas suggested. Profitswould go to local charitieswith amilitary connection. Play area Itwas agreed to keep the older children’s play area and proceedwith option 3b,which omits the swing andmulti- use play unit fromthe younger children’s play area. The youth shelterwould also be omi�ed. First responder initiative In response to a question fromthe Sports Park commi�ee it was agreed that Cllr Barkerwould distribute contact details and the parish councilwould promote the scheme.
Leybourne
Roads Borough councillor Brian Luker reported thatworks had been carried out to correct a drainage issue on CastleWay following
flooding.Alimited amount of soil with grass had been put near the new junction, and Cllr Luker confirmed this is nowstandard practice. Quarry plans CllrHogwood had gone to the public consultation at Ryarsh,which was a�ended bymore than 300 people. There is a 30-year planwith BoroughGreen sandpits running the pit. Concernswere mentioned on the pit development plan due to traffic implications, pollution and wildlife.
Parish hallAregular hirer had been agreed for Saturdaymornings, initially on a 10- week trial period but likely to continue. The damage deposit is currently £75 and itwas agreed that it stay the same for children’s parties, but that it be increased to between £150 and £250 for larger events, at the discretion of the clerk. Itwas also agreed that itwould again be at the clerk’s discretion as towhether a doormanwas required for 18th and 21st birthday parties. An offer fromKingsHill Parish Council about barmanagementwas rejected, fence repairswere agreed, aswas a plan to buy two pay as you gomobile phones for the caretakers on call. Chase bins Itwas agreed that,with the approval of the land owner, the council would purchase five 120-litre bins, on the proviso that therewas no ongoing liability. Drop-down postAdrop-down post for the gate, required under the Crime and Disorder legislationwas approved at a cost of £547 plus vat. Swing replacement Therewere two quotes for galvanisedmetal structures and one quote for awooden replacement swing. After discussion, a quote of £5,760 for a stainless steel structure –whichwon’t need painting –was agreed. EstatemaintenanceAresident spoke on the issue of the deterioration ofmaintenance on the estate,with issues such as grass cu�ings being left behind and leaves not being picked up,which had been causing a lot of mulch on paths and
brickwork.As nothing was seen to be done by KCC, TMBC or the school, CllrUlph assured the resident the councilwouldmake it a priority to publish cu�ing programmes and push the other bodies to tidy up. Chase concernsAmember of the public spoke on the 10%increase on the parish council precept last year and felt that Leybourne Chasewas not benefiting from this. Itwas highlighted that the play areas, village hall and other facilities in the village were available to all residents. The resident was asked for ideas ofwhat the council could do on the estate,while the council also explained thatmonies held for the hall extension had takenmany years to save and the projectwas startedwell before the Leybourne Chase developmentwas built.

Car park The pre-school had received a le�er fromAquatechDrains Service regarding the village hall car park. Banners Two banners indicating the car
parkwere acquired forwhen the pavilion car parkwas being used for church events. Additional signagewas also obtained to direct drivers fromeast andwest. HighwaysArequestwas sent to Kent Highways for a one-way systemat school time. The KentHighwaysmanagerwas unable to help and suggested the issuewas out on the online reporting portal.A response indicated itwasn’t possible to do this, however it is being pursued. Speed indicator devices SevenMile Lane would require vehicle-activated signage for the use of the SIDas the speed limitwas over 40mph, but thiswould be costly. The police commissioner has offered tomeet representatives of the parish council. Commemorative beacon Therewill be a beacon to commemorate the end ofWWI on November 11. It has been registered and information onwhat parishes are taking part has been
circulated.Ambulance and Fire Service and the insurance company need to be informed.

Kentfield FarmThe owner of Kentfield and Ashtree Farms addressed themeeting and said hewas about to submit proposals for Kentfield Farm.Hewanted to engagewith the parish council and residents to get their feedback andwaswilling toworkwith the community to reach a compromise.He gave a planning statement to councillors. Cllr Frankling said therewere no issueswith the site being run as a country estate, but there were concerns about noise and traffic, and weddings at theweekend. MayDay Planswere progressing for the event onMay 5. Itwould be discussed at the annual parishmeeting and additional helperswere needed. Fund-raising eventGross takings fromthe event on February 17were £905, but hall hire had to be paid fromthat. Itwas agreed to donate 10%of the takings to the Lions, who had done a great job. The Lionswere raisingmoney for oncology equipment in memory of amemberwho had died. WestMalling SandpitWestMalling parish councilwas concerned that dustwould se�le on theA20, and a le�er fromSt Michael’s Churchwas also concerned about dust in the village and possible silicosis. It was agreed to raise concerns. Environmental Enhancement Remedial workwas coming to an end. Therewere some complaints fromvillagers but they weremainly aboutwater issues. The village gates had been installed and the parish council had bought a flowering cherry to put behind the gate by theQuintain. Broadband The next stagewas for OpenReach to commission the box. This was likely to beApril-June. Cosgrave Field CllrWilliamswas to help clear the field. The picnic benchwas damaged – itwas agreed to not replace it. Pond The duckhouse had been put back on the pond, but the area needed clearing. Speed indicator device The village now had a SIDsupervisor and four volunteers. When the SIDwas activated itwas noticeable that everyone slowed down.
