Bull Lane junction The report contained six options, ranging from signage and road marking changes through to a £60k traffic calming project and a road alignment improvement costing up to £250k, which could only be funded by development in the area. Kent Highways had offered £20k for signs, including a solar-powered speed warning sign, additional road markings and other minor improvements. Residents preferred the traffic calming scheme, but this was not financially viable in the short term. Itwas agreed to pursue traffic calming in the medium term, for which therewas currently no funding, and a development-led scheme in the long term. Blue Bell Hill Lightingwas still out on the slip road and a report from Kent Highways said repairs would not be undertaken until August, when a road closurewas scheduled. Village square Revised planswere awaited fromAmey after consultation with residents. Amey had apologised for the delay. A20 congestion The clerk reported on the Joint Parish meeting. Work on the A20/Hermitage Lane junction to install two lanes at the boom of Hermitage Lane between the A20 and the right hand turn for the retail development would be undertaken in the school holidays. Hall Road motorway bridge Highways England had promisedMPTracey Crouch that fence repairs and lier clearance would take place. However, there had been no progress. Walderslade CllrWinnewas still concerned about speeding traffic around FostingtonWay/TunburyAvenue, particularly leading up to the zebra crossing. Itwas agreed that the parish council should reopen this maer with Kent Highways and Medway Council. Towpath Workwas progressing although it was slightly behind schedule. Cllr Rillie asked if a “liable to flood” signwas necessary as itwas next to the river. Lighting Old Bridge Gardens light painting would be done in house.Arevised price had been received for the maintenance contract and the clerk had gone back with further questions. HGVsAresident’s detailed report ofHGV activity in Blue Bell Hillwas forwarded to Kent Highways with a repeated request for improved signage and sat nav updates. The responsewas that a pictorial “noHGVs” sign would be installed at the entrance to the village. The clerkwas asked to pursue a date for installation. Eccles speed limit KCC had proposed a number of speed limits in the village, including Bull Lane. Thiswas agreed in principle, with the suggestions that speed signs should only be installed at the entrances to the village on Bull Lane – 20mph – which would then cover all the side roads.


Stopping-up order The clerk reported on a KCC consultation on the front of 222/224 Bull Lane, Eccles. This would then become non-highway land and could be used for private parking spaces. The footway would be retained. Members agreed in principle, but asked the clerk to request that the footway is wide enough for wheelchairs or for two people to pass. Local history The clerk would be looking at this following theAylesford Village Square project.


42 Malling July 2017 Birling


County report KCC Councillor Sarah Hohler had sent in her report which said new “No through road” signs had been ordered for Sandy Lane. White lines would be considered once the signswere in place. Driverswere illegally turning right into Birling Road from Bull Road at the A228 junction. Options to stop thiswere being considered. Signs at the A20 end of Birling Roadwere being made more visible to stop drivers entering the road from the A20. Defibrillator Following contact with Community Heartbeat, the clerk had taken responsibility for checking the defibrillator and completing theWebnos system. Stables footpath There had been no response from MrAmlani to their request for theweeds to be cut back as they had completely covered the footpath in some places. The lady who leased the stables had done it. Highways had been asked to ensure it did not get overgrown again. Street lights Invoices had still not been received but CS Laserwas confident it would be resolved before the July meeting. The cover of the lantern on the light at Parsons Cornerwas hanging down and would be reported to TMBC. Traffic survey This had still not been done and Cllr Hohler has asked Highways to let the clerk know when this would happen. Clerk vacancy The vacancy had been advertised on the KALCwebsite and would go in the parish magazine. Two applications had been received. CastleWay KCCwas proposing to keep the junction a “No right turn”.


East Peckham


Officers elected CllrWatsonwas proposed as chairman and seconded by Cllr Page. Therewere no other nominations and Cllr Watsonwas elected. Cllr Crawford stood down from the role of deputy chairman and Cllr Grahamwas elected, there being no other nominations. Fingerposts Therewas an outstanding balance of £1,000. Itwas reported that while itwas accepted that therewas a verbal agreement between the parish council and Heritage Fingerposts that there would be a financial penalty for the late completion of the order, it might be difficult to prove the case as it could be argued that the penalty did not form part of the original contract and the amount had not been agreed in writing. As the parish council did not wish to spend any more on legal advice, itwas agreed to pay the balance. Baskets and planters An order had been placed with Amethyst Horticulture for the summer planting arrangements, which would be installed shortly.Abudget of £250 would be made available for the planters. Water fountain Cllr MacDonald asked that the installation of awater feature be put in the plans for the redeveloped Methodist Buildings. The suggestion would be forwarded to Rev Bu. Jubilee Hall Minster Cleaning Services would be engaged to carry out the annual steam clean of the premises, cleaning of the carpets and the repolishing of the sports hall floor. The external door to the meeting room had been fixed and parts had been ordered to repair an item of outdoor play equipment. Surgery Therewere three options: to


refurbish and build an extension on the existing site; build new, incorporating a surgery into the Methodist Church and community centre; or do nothing, in which case the surgery could close as soon as September. The CCG had confirmed they would carry on paying the rent for the surgery if a long-term scenariowas being investigated or in place. The working group would meet again in September. Spring garden competition There had been a 100% increase in competition entries. NGC voucherswere to be awarded to the winners. Christmas lights Planswere taking shape for the 2017 lights, the preferred date for whichwas December 1.Aroad closure would be in place. Various village groups would be invited to have stalls selling refreshments and the parish council would provide mulled wine. Brookside Garden Centre would be asked to provide Father Christmas and the elves. Year 6 children from the school could also come as elves. It was hoped the garden centre would load its snow machine. There would be three fund- raising events: two quiz nights and a 50:50 auction. Raffle prize donationswere invited for the quiz nights.


Kings Hill


Thanks The parish council had received Cllr Faulkner’s resignation. Hewas thanked for his contribution to the parish council and its work. Borough report Cllr Piers Montague said that the main problems for residents of Kings Hillwere parking, broadband and mobile connection. He reported that hewas liaising with Tom TugendhatMPover these issues. Itwas resolved to put broadband and mobile connection on the Liberty Property Trust agenda. Sports ParkAreportwas received regarding the fencing improvements at the Sports Park and the locum clerk advised of the response from the auditor. Itwas resolved not to progress with the financial proposal for the fencing improvements and to further investigate the agreement relating to maintenance and insurance costs of the step seven works. Blaise Farm Therewas a discussion on the planning application relating to Blaise Farm. Cllr Beal reported that hewas monitoring the blasts. Defibrillators Cllr Sarah Barker requested that public access defibrillators be placed on the September full council agenda.


Leybourne


Elections Cllr Bob Ulphwas elected chairman and Cllr Chapplewas elected vice-chairman. Boulders Gallagher’s supplied more boulders to prevent access to the field, and the parish council relocated and arranged them. Unfortunately, this did not stop the travellers moving the boulders and geing on to the land. Birling Road HGV lorrieswere using the road, which had aweight and a width restriction. Residents had asked for a permanent sign saying the roadwas unsuitable for HGVs, and had complained of speeding. Baywell TMBC had agreed that double yellow lines would be marked on the north side next to the junction with Highberry.
