The Log • March 11 - 24, 2016 • 3 Avalon to solicit new vendors for shoreboat service

Current vendor says it is losing money but hopes to remain in Avalon on a limited schedule.

AVALON — Avalon will seek a vendor to continue offering shoreboat services in the city’s harbor. A Request For Proposals (RFP) will be issued by the city and provide interested vendors with at least two options of how they would like to operate its shoreboat services in Avalon Harbor. Shoreboat services are currently

offered by Island Enterprises, who indicated in a letter sent to council members and city staff on Feb. 16 it would like to remain in Avalon Harbor even if the company is not awarded the contract for shoreboat services. The company informed city officials it would only operate on certain days, according to Harbormaster Brian Bray. “They will not operate when rev- enue cannot sustain the service,” Bray told council members. “I think that’s what’s got us to the RFP process. They want to run when there’s money to be made but don’t want to run when the money isn’t coming through. I’m at a loss of how we’re going to get the serv- ice to run.” Bray added the harbor only has

intention of shutting down shoreboat service. We do want to run a limited schedule.” Stickler said Island Enterprises has

enough space for one operator. “I think we’re maxed with a 60-foot city float and 80-foot float of Island Enterprises attached to that 60-foot float. That’s 140 feet off the end of the pier. If you add another float to that, you’re at a couple hundred feet out in front of the pier,” Bray said. “That real- ly cuts down the fairway.” Haley Stickler of Island Enterprises

confirmed the company seeks to offer shoreboat services on a limited sched- ule during the off-season. She added business during the summer season is not sufficient enough to cover the company’s operations in the winter. “If this is going out for proposal we would like to bid on it,” Stickler told the council. “We are not shutting down shoreboat service. We didn’t have the

struggled to maintain its shoreboat services after the company lost subsi- dies from cruise tender contracts about 18 months ago. The company was awarded a loan to help the company maintain shore- boat services since the subsidies expired. A lack of revenue during the winter months, however, made it diffi- cult for Island Enterprises to continue offering the service without a subsidy or other assistance. “During the winter months it’s very difficult to sustain a shoreboat serv- ice,” Stickler said, adding the company currently has its shoreboats up for sale. Council members balked at whether to provide a $600,000 subsidy for shoreboat services in the harbor. Island Enterprises is only operating

two shoreboats in the harbor, Stickler added. “One of the reasons I think the

shoreboats have been losing as much money as they have been losing, it’s been operating under a schedule of hours that is not efficient,” said Mayor Pro Tem Oley Olsen. “If we issue the RFP as it says I think we’re setting our- selves up to fail. If someone responds See SHOREBOAT page 10
