stimulate change in other parts of the town. The proposed refurbishment and redevelopment of the former Jersey College for Girls site for affordable homes will provide a further fillip for the north of town. In addition work is underway to look at opportunities for


development and change on States-owned sites in and around Mont de la Ville, including South Hill, Les Galots and La Folie, within the context of a new


masterplanning framework for this area, which will have regard to the relationship of these sites to both Fort Regent and the harbours.


Living in town It is important to stress that masterplanning is not just about physical change and architecture and my very clear aim is to ensure that the regeneration of St Helier leaves a legacy of sustainable communities, where local residents have a clear sense of local identity, and pride in belonging to their local community. To achieve this, new development needs to provide homes where people want to live, with good standards of flexible accommodation that can adapt to people’s needs as their circumstances change and where there is a generous level of private and public amenity space.


I also want to encourage more environmentally sustainable forms of development with innovative forms of building construction techniques which include high standards of


energy performance to reduce energy consumption and heating bills.


The creation of new public spaces and investment in the enhancement of the existing public realm – made up of our streets, parks and squares – is essential if St Helier is to be regenerated as a place and destination of first choice to live, work and visit.


Community engagement The Island Plan encourages the development and adoption of new policies and planning guidance that is generated with and by the local community in response to its identified needs and aspirations.


Community-led masterplans mean that we can respond to the requirements of local residents, within the overall policy framework provided by the Island Plan. I am keen to work with local


communities to help them identify their specific needs to be included within development frameworks. By working in partnership with people who know and understand their local environment, I want to identify, develop or protect the local character and distinctiveness of different areas and places that give the Island its identity and variety.


I want to ensure, through these actions, that planning in the Island responds to what Islanders want for their environment and that they have a real stake in it.
