to industry 10 years ago to ascertain if industry would be better at predicting and managing “just in time” procurement than we are in an effort to reduce costs for consumables while maintaining efficiency. After a tender procedure we awarded a contract to BAE Systems who sublet the contract to Multipart, and that contract ran for 9 years. To keep up-to-date and retain best value for money, we recently went out to tender and awarded the HASP (Heavy Armour Spares Provisioning Project) contract to Multipart directly. HASP is the logistic support contract
for the platform. HASP does not just look after the consumables for Challenger as there are also derivatives such as Trojan, Titan and the recovery vehicle CRAARRV. These vehicles share a common platform and as such, common consumables. The reason we chose to go with Multipart was that they met all our expectations

and needs. In today’s climate we are under a lot of pressure to make sure we get best value for money and we believed Multipart offered us that. It is fair to say that not all equipment programmes go down this route of outsourcing to CLS (Contractor Logistics Support); some project teams keep that requirement indoors. How does it work? We put unique
Domestic Management Codes (DMC) on groups of items and HASP manages these DMCs. Every part has a NATO Stock Number (NSN) - a 13 digit number unique to that item. Anyone in NATO can see that item and where it originates, but they can’t demand it as there are restrictions by country. The reason for the NSN is to have a standardised system throughout NATO we all operate to. UKNCB manages that part for us to make sure we don’t have more than one NSN for the same item. The DMC works by grouping together those items that are associated with each other; for example, you have nuts that
hold the wheel on, within the group you would have the wheel hub, track, pins and bearings. So although each component has a separate NSN they are grouped under one DMC which essentially means, from wherever an item is demanded the system knows it’s an HASP item and sends the request on to the company to be actioned. This has sped up the time spent ordering and waiting for parts for the end-user. Lessons? Over the 10 years that
the programme has been running in its present form, Multipart has had the opportunity to perfect the service. All in all we believe it is a success all round. Fundamentally it is about the mechanic who needs that part in quick time to get his vehicle moving and we believe we have achieved that level of service with Multipart, as well as achieving best value for money for the tax payer.
