1 INTRODUCTION
1.1 Purpose of this Document 1.
The purpose of this document is to provide the information to the Planning Inspectorate, acting on behalf of the Secretary of State for Energy and Climate Change, on the initial screening for likely significant effects (LSE) on European and Ramsar sites as a result of the proposed East Anglia THREE project (the proposed project). Further screening will be undertaken once further information is available after the marine mammal and ornithology baseline reports and additional detailed analysis and modelling has been carried out. A final iteration will take place as part of the process of preparing the Screening Matrices that will accompany the submission. This will take place in autumn 2014 alongside the Development Consent Order (DCO) application.
1.2 Structure of this Document 2.
This document provides information on the proposed project and the Habitats Regulations Assessment (HRA) screening process before carrying out that screening. The screening is conducted at a high level and seeks at this stage to remove from the assessment those designated sites and particular interest features that it is clear, when taking a precautionary approach, that there is no risk of a likely significant effect either alone or in combination. Tables are provided that summarise which sites have been screened out and which sites are carried forward to a more detailed examination for LSE. That more detailed examination will be informed by future detailed analysis and modelling that will be conducted on information about the sites interest features and their conservation objectives.
