3.4 EATL Approach to HRA
3.4.1 The Process and its Timeline 30.
The approach to the Stage 1 HRA screening process will be an iterative one that is undertaken during the pre-submission phases of the application for the proposed project.

It is planned that the major iterations for the proposed project will be: i.
Preliminary Screening: High level and undertaken in a very precautionary manner. This document represents the output of that high level screening process.
ii.
Refined Screening: A second iteration that will be drafted after the marine mammal and ornithology baseline reports have been produced along with the additional detailed analysis and modelling. At this stage there will be more detailed information available on the potential effects of the proposed project on particular site interest features and a more detailed screening can be conducted for those sites that were screened in at the previous stage. This will take place in the summer of 2014.
iii.
Final Screening: A final iteration that will take place as part of the process of preparing the HRA Report and the draft RIES matrices that will accompany the submission. This will take place in autumn 2014 alongside the DCO Application.

Involvement of relevant consultees will be sought at each iteration.
This high level screening process has been undertaken in a very precautionary manner. It has screened out only those potential effects, sites and interest features that can with certainty be removed without the detailed information that derives from the baseline report and associated preliminary assessment.

This HRA screening has not taken place starting from a zero information base. It has been informed by the work undertaken by The Crown Estate as part of the Round 3 Zone identification process as well as work undertaken for the proposed East Anglia ONE project. This includes surveys, modelling, analysis, assessment (EIA and HRA),
