The confidence in this type of cumulative assessment is low and includes a large amount of uncertainty in the data used to inform the assessment, the quantification of impacts, and in the potential for concurrent construction of the offshore windfarms considered in the CIA. However, confidence that the assessment is precautionary in nature is high.
12.7.2 Impact 2: Impacts upon prey species
12.7.2.1 Harbour seal 531. All of the plan and projects summarised in Table 12.19 for harbour seal have the potential to have indirect impacts through changes in prey species, many as an indirect result of underwater noise.
12.7.2.1.1 Sensitivity
532. As previously discussed harbour seal are assessed as having medium sensitivity to changes in prey availability.
12.7.2.1.2Magnitude
533. It is not possible to make a quantified assessment of the potential magnitude of this temporary effect. However, it is possible that between 1% and 5% of the reference population could be exposed to this type of impact; a low magnitude of effect. In the case of harbour seal in the UK the magnitude of effect may be medium.
12.7.2.1.3Impact significance
534. Based on the sensitivity of harbour seal, and the magnitude of effect, the cumulative impact is assessed as having the potential to beminor adverse for the reference population, but potentially be moderate adverse for the UK south east England MU.
535. However, East Anglia THREE is only making a small contribution to this cumulative impact due to the very low densities of harbour seal in the East Anglia THREE site and offshore cable corridor.
536. The confidence in this cumulative assessment is low due to the large amount of uncertainty in quantifying the potential magnitude of effect from the plans and projects included in the assessment. However, confidence that the assessment is precautionary in nature is high.
