NEWS FROM THE ALMR Expert Insights

In just a few weeks, politicians will gather for the second Budget Statement in the space of eight months. A cagey Spring Budget provided few concessions to businesses from the Government, but crucially, we did see the announcement of short-term business rates support.

ALMR WELCOMES GOVERNMENT COMMITMENT TO EU NATIONALS

The ALMR has welcomed the Prime Minister’s open letter and reassurances on the future status of EU migrants in the UK.

The issue is still on the agenda as we approach the Autumn Budget and is arguably more important than ever as Brexit negotiations continue to trundle on. Businesses are looking forward with no small amount of trepidation as the Government negotiates the UK’s way out of the EU. Further action to boost businesses and support investment will provide some much- needed confidence and the ALMR has working to secure it.

This means the Government needs to follow its rates commitment with an enhanced package of support. The ALMR has spoken to the Treasury and urged the Government to increase its pub-sector relief to £5,000 per year and to extend it to cover other bars, nightclubs and restaurants not previously eligible.

The Government also needs to push this issue with local authorities and make sure that relief is finding its way to the businesses that need it. A list of local authorities, recently published by the Government, shows over 100 that have yet to implement either the pub relief or the discretionary fund. We have also had reports that some councils have seriously restricted the list of eligible businesses, excluding those with

multiple sites and making others jump through unreasonable hoops to get access to relief that they are entitled to. If your local authority is making your life difficult by withholding rates relief, or if they have not given you any information, then please get in touch with the ALMR and let us know. Accurate feedback on how the reliefs are, or are not, getting through to businesses, can help us in our discussions ahead of this impending Budget.

The ALMR has produced a lobbying pack for venues which includes template letter to send to your local MPs and the Chancellor. Feedback from Ministers after the Spring Budget told us that grassroots lobbying by businesses of their Backbench MPs had helped to sway the rates argument and secure relief for pubs. If we are hopeful of securing wider ranging support, then we need your help.

Check the ALMR’s Twitter feed to find a link to our Polimapper resource that outlines the economic contribution made by venues in every region of England, Scotland and Wales. Use this data to convince your MP to lobby the Chancellor to ensure that bars, nightclubs, pubs and restaurants across the UK have the support they need to continue doing great work.

ALMR Chief Executive Kate Nicholls said: This is the first official, public and unconditional confirmation from the Prime Minister that employers will be able to share with their teams that those EU nationals currently working in the UK today will be allowed to stay.

“First and foremost, this will provide peace of mind and stability for EU workers making a valuable contribution to the UK. Many of our teams have been uncertain about their futures and this announcement will allow them to begin planning to remain in the UK with a clear and unambiguous offer that, if they are here when Brexit happens, then they can stay.

“This is also exactly the kind of commitment that eating and drinking out businesses needed and the one the ALMR has been pushing for. It will help provide a stable platform for businesses looking to invest in their team members.

ALMR WELCOMES CALL FOR CAP ON BUSINESS RATES RISES

The ALMR has welcomed Liberal Democrat leader Vince Cable’s call for a 12.5% cap on business rates rises for pubs.

ALMR Chief Executive Kate Nicholls said: “Many eating and drinking out venues have been hit hard by huge increases in their business rates bills following the revaluation, with pubs particularly at risk.

“The main focus of much of the ALMR’s lobbying efforts has been dedicated to highlighting this issue and pushing for a complete revamp of the business rates system in the UK.

“A good first step would be for the Chancellor

to announce a cap on business rates increases for pubs and the wider eating and drinking out sector including restaurants, bars and nightclubs. The Government would do well to listen to Vince Cable’s call for a cap, otherwise venues will continue to face massive increases in their bills, undermining investment and jobs.

“A cap on business rates increases can provide a sense of stability and clarity for businesses, crucial at this time of political and economic instability, bef

ore a

thorough rethink of a broken and inefficient rates system that is unfit for purpose.”

“The Prime Minister’s confirmation that the process of applying will remain low cost is equally important. It is crucial for both EU migrants and employers, that we have a system in place that is easy to manage, is a notification rather than a complicated application, and is affordable.”
